'{ 2"i WSEREAS, by adoption of this Order, the Banger C£ry Council does hereby determine that an .amendment to the Bangor City Charter providing for a change in the City's fiscal year to July L - June 30 should be considered, NOW, THERSFORE,. by the City Council of the City of Bangor: ORDERED, THAT the City Manager, Finance Director and City Solicitor are hereby directed to. Investigate and report balk to the Council no later than May 11, 1981 relative to their recommendations and the%impact on City gav ra- rest of a change in the suaicipal fiscal year from January I - December 31 to July I - June 30. and be it further ORDERED, THAT the City Clerk, in accordance with 30 M.R.S.A. 9 1914, provide for all required notices of a public haaring to be held at 8 P.M. on May 11, 1981 in the City Council Chambers for purposes of cansideriug a proposed charter amendment, the text of which and a brief explanation thereof is to be prepared by the City Solicitor, providing for a change in the City's fiscal year from January 1 - December 31 to July 1 - June 30. 'u W Of CLEM1N Introduced and filed by Cowcilman I CITY OF BANGOR PUBLIC NOTICE The Bangor City Council will hold -a Public Hearing on May L1, 1981 at 8:00 P.M. in the Council Chambers at City Hall, 73 Harlow Street,Bangor, Maine for purposes of considering proposed charter amendments to Article VI of the. Bangor City Chatter as follows: [1] That the provisions of See. 4(a) of Article VI, Bangor City Charter, be deleted and replaced with the following; SEC. 4- Budget. (a) There shall be an interim aix- month fiscal Year ncing January 1. 1982 and ending June 30, 1982. Thereafter. the fiscal year of the city government shall commence an the first day of July and shall andanthe 30th day of June of each calendar year. [21 That the provisions of Set. 4(b) of Article VI, Bangor City Charter, be deleted and replaced with the following: (b) Not later than the first Monday in December. -1951 the city manager shall submit to the Council a cur�ent expense budget which shall be a ccapplete financial plan for the interim six-month fiscal year. Thereafter, the city manager shall,not later than the third Monday in Match, submit to the. Council mnual current expens budget, which shall be a complete financial plan for the ensuing fiscal year. [3] That Ne provisions of Sec. 5 of Article VI, BangorCity Charter, be amended with the following: SEC. 5 Budget changes. The Council may insert new items of expenditure or may i , decrease, o strike out Items of expenditure, except that no item of appropriation for debt service shall be reduced. The Council shall cot alter the city managerestimate of receipts except that any increases r decreases in expenditure items shall be fully reflected by increasing or decreasing the amount required to be raised by tax levy in the ensuing year. In the event the City Council shall fail to adopt a budget by the beginning date of the fiscal year, the proposed budget a presented by the city manager shall automatically become the city budget for the fiscal year. Explanation: The purpose of this amensiment is to -provide for a-change.an_the fiscal year of the City of Bangor from January 1 —December 31 to July 1 - June 30, and to require adoption of the annual budget prior to the beginning of the fiscal year. - '_.Meq. 2.,a. 1981 - Russell J.
