MNERE S, the State Legislature enacted the 'Municipal Public Employees Labor Relations Law" in 1969; and M OPPIN, 6 965(4) of the Municipal Public Employees Labor Relations Lew provides for advisory recommendations and findings in controversies over salaries, pensions and Insurance, .and provides for binding arbitration with respect to controversies over other appropriate collective bargaining matters; and WHEREAS, Legislative Document 423 presently pending before the One Hundred and Tenth Legislature would emend the Mniicipal Public Employees Labor Relations Law to provide for binding arbitration on controversies over salaries, pensions and insurance for members of municipal fire and police departments; and WHEREAS, the costa of salaries, pensions and Insurance for all employeecurrently represent approximately ]o% of the total annual budget of the CitoCareer; and WHSREAS, it is the judgmentof the City Council of the City of Bangor that by permitting arbitrators to determine crucial local matters such as public employee salaries, pensions and insurance, the Legislature would be Burping the powers entreated to local government; would put the determination of fundamental munieLpal policies in the bands of an arbitrator; and would t¢riously erode the ability of local officials to control. the affairs of heir local goveromeny and HREREAS, the salaries, pensions and insurance paid to public employees have significantly increased since the enactment of the law, and there is no dedicated need for further erosion of local self-determination, NOW, TIwREPORE, be it CPSOLM by the City Council�of the City of Bangor THAT the City Council hereby opposes the enactment of Legislative Document 423 and any similar legislation which world have the effect of making salaries, pensions and insurance. the subject of binding arbitration; and Be it further RESOLVED THAT the City Manger and/or the City Solicitor is hereby directed to indicate to the State Legislature the City Council's opposition to such legislation and to take such further action in this regard as they deem appropriate.
