To the Municipal Officers
.Reference is made to City Council Order No. 299 AS passed
October 15, 1980,. authorizing the installation of an extension
of the Bogan Road sanitary sewer in a southerly direction to
certain property owned by Village Subaru. All work has been
completed, consisting of the following:
A total of 830 feet of 8 inch pipe and 3 manholes were
installed extending in a southerly direction from the existing
pump station located near Penjajawoa Stream to a point near the
northerly line of the property owned by @V Realty (Village Subaru)
The total actual cost of the installation, including construction
and engineering, was $13,436.00, as compared to the original
estimate of $18,000.00. Of this amount, the City's share is
50%, and the remaining $6,718.00 would be assessed against. the
properties benefitted, as follows:

As mentioned in the original report, a portion of the
frontage owned by the State of Maine is non -assessable, since
it is already served by a previously -assessed sewer, and the
land owned by Edythe L. Dyer is non -assessable, since it is toe
low to receive benefit from the sewer, and eventually will be
served by the Penjajawoc Stream Collector Sewer.
It was also recommended in the original report that the
assessment against Elpla, Inc. be deferred until such time as
they wish to enter the sewer, since they are already served by

their own private ppump station and force main connection into
the EMI sewer. It was also recommended that QV Realty, the
petitioner for the subject sewer extension, preflmd their
estimated assessment as well as the estimated assessment
against Elpla Inc., and that they would be reimbursed at
such time as hpla, Inc. required entry into the sewer. In
this regard, QV Realty had prepaid the estimated assessment
against their property and against the property of Elpla, Inc.,
originally estimated to be $2,346.00. Since the actual combined
assessment for those two properties is only $1,951.00, it is
recommended that QV Realty be.refunded in the amount of $595.00.
It is further recommended that the deferment of the assessment
against Elpla, Inc. be contingent upon the receipt of a Sub -t
ordinate Agreement, to be recorded in the Penobscot Registry
of Deeds, covering the conditions of the deferment.
It is recommended that the assessments be levied or deferred
as noted above.
Plans of the actual sewer installation are on file in the
Office of the City Engineer.
