The U.S. Bureau of the Census has designated the greater Bangor area as an
urbanized area based on the results of the 1980 Census which, in tum, requires the
struct=ing of a Metropolitan Planning Orgenuzatfm (M ) in keeping with Title 23
United States Code, Section 130 (Highways) and the Urban Mass Transportation Act
(UMfld of 1969 (as e:eoded).
The purpose of this muoranRbvn of Understanding is to describe C1:e local
municipal desires in requesting an MPJ designation which will carry out the oon
timing roqr ^ts of the uibsnized transportation planning process, together
with the State in order to he eligible to obtain capital transportation impo v rot
funds.

pla ing pxacess, the signatories to this, memorandum of Understanding agree as
follc%d;
1. Tire urtoolzed area, as a minimm* will consist of that arra designated by
the 1980 Census and in addition, include a portion of the Town of Haupden.
Specifically, the area as a minimm .will include the entire cities of
Bangor -Brei and the Town of Veazie, along with Fortfore of the �i-
palities of Haspdm, Omm and Old Town.
2, The MPJ will consist of a Policy and a Technical Canrdttee. the Policy
Crnmittee will he the decision me" and policy -setting body and consist
of the following merberships:
city of Bangor, 9 votL marbers
- City of Brewer, 2 voting members
- City of Orono, 1 voting �ei
- City of Old Town, 1 voting namber
- Tom of Ham' n, 1 voting men�be
- Town of Veazie, 1 voting member

the Teehniral Cusn£ttee will be responsible for assuring adequate technical
quality sad for pnmoting the coordination of teclvucal activities under-
taken by various agencies in o>mection with the urbarnizecl process. The
T'edvl Caudttee will to the reonmwnding body to the Policy Committee
and will I onsposed of planners, engineers and other professioal and -
technical personnel appointed by member nn£cilalities. The TecM£cal
Camdttee will be ongnosed of one (1) voting camber frau each agency having
wtL sarbership on the policy Committee and one (l) nun -voting mfr for
each non-voting ag on the Policy Committee.
3. The citizen's participation element will be adaluately r'ePre-tented through
the public meeting and public hearing process. the �'s P.egionst
Tianoportation Task Mona will also serve as a 'sechenuan for citizen input.
4. The urnan£zel trwetortation pramdng process will require mammal staff
to seat the ncessary highway and transit planning requ£rsments. The
oolicy Committee will, at their option, employ a full or part time

c mnfttee and who will provide continuing direction and coordination of

5. The voting nanbership of the Policy Camittce will be responsible for
surfing the required tasks of the urbanized planning process are completed
in the appropriate timeframe. The necessary cork elements can be accomplish-
ed through the voting member municipalities and agencies of the Policy
Committee or consultant effort with assistance from the Director/(bordinator
and/or Transit Planner.
