TEAT WHEREAS, the Bangor City Council ado led the present
Comprehensive Plan of the City of Bangor, Maine by Council Order
50 AS on January 28, 1974 and the Bangor City Council amended said
Comprehensive Plan by the adoption of a revised Land Use Plan by
Council Order 150 AG on June 11, 1979; and
WHEREAS, St. Joseph's Hospital has proposed to expand its

facilities i accordance with a long-range development plan for the
hospital and has requested a revision to the City's land use policy
in the Center Street, French Street, Broadway area.
NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY
OF BANGOR THAT the proposed revision to the 1979 Land Use Plan i
the Center Street and Broadway area beadoptedas a revision to the

The Planning Board held a public hearing on April 20, 1982
on the proposed amendment to the City's Land Use Plan in the Center
Street, French Street and Broadway area. As a result of the meeting
the Board held a special work shop meeting on April 27th to review
this item in more detail.
At its regular meetings f May 3, 1982 the Planning Board reviewed
this proposed land use mendicant dment again and heard comments from the
public present at this meeting.
After considerable discussion about the impact of an expanded
complex at the site of St. Joseph Hospital on the neighborhood and
concerns about the present congestion caused by lack of off-street
parkingfrom the existing hospital complex, the Board voted five to
two to recommend that the City Council amend the City's Land Use
Plan in accordance with the attached map of the area.
The area included on the attached map eliminated frontage on
four lots on Center Street which St. Joseph Hospital had recommended
be included in the future Civic and'Institutional use area.

STATEMENT OF INTENT

At the June 10th Meeting of the Board of Trustees of St. Joseph Hospital,
Sister Mary Norberta, Executive Director, discussed the concerns of the local
residents regarding expansion on Center Street. At that meeting, and after
hearing the concerns of local residents, the Board reiterated its long-standing
plan not to develop on Center Street, but on the French Street side of the
property with an orientation towards Broadway.
If allowed by the Land Use Plan, and the future zoning changes, the
hospital would use the property it awns an Center Street primarily for office
use and residential purposes, except for 281 Center Street, which will
be demolished for Emergency Room access.
In planning for future parking space needs, landscaping and appropriate
fencing will be provided for.

Since your meeting on May 10, 1982, at which time Council
Order 82-97 was continued to your meeting to be held this
evening, St. Joseph Hospital has held two meetings with
residents of the neighborhood of the Hospital. The first
meeting was held on May 24, 1982, with approximately 50
people inattendance. Sister Mary Norberta, Executive
Director of the Hospital, opened the meeting with a brief
backgroundsketch of, the growth and development of the
Hospital over theyears leading to an outline of its
current needs. Mr. Quibey, representing the Hospital's
architects, Hansen, Lind 6 Meyer, P.C. outlined the plan-
ing process that has been going on at the Hospital for
more than a year. His presentation went into some detail

regarding site consideration in connection with the pro-
posed development of expanded out-patient services.
After these presentations, those present were given a
opportunity to ask questions and cent on the Hospital's
proposed long range development plan. Questions related
to reorienting' the main entrance of the Hospital from
Center Street to Broadway; the need for additional parking;
the need £or hospital expansion; and most importantly the
affect on the surrounding neighborhood. Since the request
for a change in the land use plan in the area surrounding
the Hospital did not involve a specific development plan,
concern e, a expressed by several of those present as to
the affect of that development on the neighborhood and
specifically that part of the neighborhood that lies
westerly of Center Street. Inresponse, representatives
of the Hospital indicated that as -a result of their meetings
with the Planning Staff and members of the Planning Board,
there was general agreement that any future development of
the Hospital should be oriented toward Broadway, thereby re-
taining the residential character of center Street insofar
as possible. _
A subsequent meeting was held at the Hospital on June Sth'
volving three property owners n the westerly side of _
Center Street who were stillconcerned with the -impact of
any hospital expansion on Center Street. As a result of that
meeting the Hospital Administration is prepared to 'indicate
that the Hospital has no present plans to demolish any of the
fisting residential dwellings fronting on Center Street and
located within the area sought to be changed to civic and
institutional on the land use plan. The Hospital is prepared
as it implements its development plan to attempt to stablize -
the v sidential character of Center Street by utilizing the
existing dwellings owned by, the Hospital to house certain
admihistrative functions and by improving the traffic "cir-
culation and parking as it relates to Center Street.
