THAT the attached report of the City Engineer describing the
final cost and recommended assessments for the installation of a
sanitary sewer on Kenduskeag Avenue extending 2,022 feet south from
the Broadway Lateral Sewer be and hereby is accepted, and be it
further
ORDERED,
THAT said assessments be levied as noted therein.

To the Municipal Officers:
Reference is made to City, Council Order No. 283 -AH passed
October 15, 1980, which authorized the installation of a sewer
on Kenduskeag Avenue extending in a southerly direction from the
Broadway Lateral Sewer. All work has been completed, consisting
of the following: t :.
The project included the installation of 2,022 feet of 8
inch pipe and 8 manholes, extending south from the Broadway
Lateral Sewer to a point near the Eastern Maine Orphans Home.
The total actual cost of the sewer installation was $79,482.53,
slightly more than the original estimate of $77,320.00. The
overran was primarily due to the necessary, removal of 9 total
of 881 cubic yards of ledge instead of the anticipated amount
of 730 cubic yards as determined from ledge probings taken prior
to the start of construction. Of this amount, 50% is to be paid
by the City, and the remaining amount of $39,741.26 is to be
assessed against the adjacent properties, as follows:

It is recommended that the assessments be levied as noted
above. As mentioned in the original report, certain property
owners indicated that the payment of the assessment would be a
financial hardship, and were advised that the Finance Committee
-
would consider provisions to pay the assessment in manageable
installments.
Plans showing the actual installation of the sewer are on
file in the City Engineer's Office.
