Accepting and Appropriating $498,873 in Additional Community Development Entitlement Funds Authorized by
the Coronavirus Aid, Relief, and Economic Security (CARES) Act.
This Resolve will accept and appropriate an additional $498,873 in additional Community
Development Entitlement Funds Authorized by the Coronavirus Aid, Relief, and Economic Security
(CARES) Act.
The City's FY19 Annual Consolidated Housing and Community Development Plan was approved by
the U.S. Department of Housing and Urban Development (HUD) in April of 2019. Entitlement
communities must submit an updated plan annually in order to receive CDBG grant funds. The
purpose of this Amendment is to increase the total 2019 CDBG allocation from the amount originally
submitted in the 2019 Action Plan of $837,680 to include the additional $498,873 that has been
allocated through the CARES Act. The total amended allocation for the 2019 CDBG program year is
$1,586,553. The attached spreadsheet details the new allocation amounts.
The purpose of this additional CARES Act funding is to aid in the City's prevention, preparedness,
and response to the Coronavirus pandemic. Among the projects to be funded with these monies are:
business development assistance, access for critical food services for vulnerable populations,
homeless assistance, and other social service needs.

Be it Resolved by the City Council of the City of Bangor that,
The City Manager is authorized to submit and file with the Department of Housing and Urban Development an
Amended FY19 Consolidated Housing and Community Development Plan for $498, 873 in additional
Community Development Block Grant Entitlement Funds as provided for in the Coronavirus Aid, Relief, and
Economic Securities Act; to provide such additional information and furnish such documents as may be
required by the Department of Housing and Urban Development; to execute such amendments to the contract
or contracts as may be necessary for the additional entitlement grant to be received; and to execute and file
requisitions for funds.
Be it Further Resolved that,
The City Council hereby authorizes the City to accept and appropriate $498,873 in additional Community
Development Block Grant Entitlement Funds as provided for in the Coronavirus Aid, Relief, and Economic
Securities Act;
Be it Further Resolved that,
the City Manager is hereby appointed as the authorized representative of the City of Bangor to act in
connection with such Plan of the City of Bangor for Federal Community Development Block Grant funds under
Title I of the Housing and Community Development Act of 1974, as amended.

The primary objective of the City of Bangor Community Development Program is the development of a viable
urban community by providing decent housing, a suitable living environment and expanding economic opportunities, principally for
persons of low- and moderate-income. Consistent with this primary objective, Bangor's FY 2020 program year (funded with Federal
FY 2019 funds) specific objectives and projected use of funds are:
