Truck
Summary
This ordinance amendment would modifying solid waste handling procedures to allow for handling of the
waste by side -load truck.
Automated side -load garbage trucks allow a truck operator to lift standardized garbage containers and deposit
trash into the truck with a lift mechanism, rather than lifting and depositing trash containers by hand. The
automated method has several advantages, including improved sanitation and health for the operator and
reduced costs for the City. This amendment would standardize the containers used for residential trash
pickup, allowing automated side -loading garbage trucks to be used.
This amendment meets the Council goal of implementing safer and more economic garbage collection and
disposal.

ORDINANCE, Amending Chapter 265, Solid Waste, Section 265-3, to Allow for Handling of Solid Waste via
Side -Loading Truck
WHEREAS, automated side -load garbage trucks allow a truck operator to lift standardized garbage containers
and deposit trash into the truck with a lift mechanism, rather than lifting and depositing trash containers by
hand;
WHEREAS, the automated method has several advantages, including improved sanitation and health for the
operator and reduced costs for the City; and
WHEREAS, in order to use this method of trash disposal, garbage containers must be standardized;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Section 1: Chapter 265 of the Code of the City of Bangor is amended as follows:
§ 265-3 Residential collection.
The City of Bangor shall provide for the collection of acceptable commingled residential solid waste and
recyclable items in accordance with the following rules and regulations.
D. Handling. Waste must be placed in an approved, City -provided container and the container's lid must be
closed . Each residential unit
shall be provided with an approved container. The City is not responsible for collecting waste outside of
each residential unit's assigned container or containers, or any waste in a container if the total weight of
the waste and container exceeds 250 pounds. Cans and bags shall net emeeed 30 peunds On Weight.

1. Each residential unit will be provided one 96 gallon container. A resident may request an alternative
container size of 35 gallons. Any request for a change in container size after the first request per
household for a residential unit is subject to a fee.
2. Additional containers can be requested by a resident and will be subject to a fee.
3. All fees shall be as set out in the Schedule of Fees in accordance with Chapter 109 of this Code.
§ 265-5 Violations and penalties; costs to City; appeals.
C. Reimbursement. All costs to the City for collection of refuse pursuant to §-265 142� 65-3G or § 265-
5A(1) may be billed to the owner or resident of the residence from which the refuse originated. Failure to
pay said bill may result in the placement of a lien upon said residence.
Section 2: This ordinance amendment shall take effect on June 29, 2020.
