Summary
This Ordinance amends Chapter 165 of the Land Development Code to rezone a 0.32 acre parcel of land located
at 50 Sidney Street from Urban Residential Development — 1 (URD -1) to Urban Residential Development — 2
(URD -2)
The applicant for this zone change wishes to build a multi -family structure on the property, which would not be
allowed under URD -1, but would be allowed under URD -2. The property is currently vacant and other multi-
family units exist in the environs of the property.
This Ordinance would be the first step in a project that would further the Council's goal to Improve the Quality
and Quantity of Housing in Bangor.

ORDINANCE, Amending Chapter 165, Land Development Code, District Map by Changing the Parcel of Land
at Map 24 Lot 101 from Urban Residential Development — 1 (URD -1) to Urban Residential Development — 2
(URD -2)
WHEREAS, at present, this property is currently vacant and other multi -family units exist in the environs of
the subject property;
WHEREAS, in the future, the applicant seeks to place a multi -family structure on the subject property;
WHEREAS, the City Council has a goal to Improve Quality and Quantity of Housing to Meet demand for
workforce housing, life cycle housing, and supportive housing;
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT
Chapter 165 of the Code of the City of Bangor is amended as follows:
That the zoning boundary lines as established by the Zoning Map of the City of Bangor dated October 28,
1991, as amended, be hereby further amended as follows:
The Zoning District Map is hereby changed by changing the Parcel of Land at Map 25 Lot 101 from Urban
Residential Development — 1 (URD -1) to Urban Residential Development — 2 (URD -2)

Please accept this memorandum as the recommendation from the Planning Board for the noted item.
The Planning Board considered this item in a noticed public hearing on April 7, 2020.
The meeting was conducted using the city's Zoom account.
The applicant, Jim Kiser PE for the property owner, reviewed the application.
Planning Officer Krieg reviewed the staff report. Her comments included:
A. The applicant wishes to change the zoning for property at 50 Sydney Street from Urban
Residence I to Urban Residence II. The applicant has indicated they would like to place
a multi -family development on the parcel.
B. In looking at the environs, the lots is in a neighborhood of mixed numbers of units. There
are some two-family buildings and single-family units. Other URD -2 changes have
occurred in nearby streets. Main Street is only a few lots away from the subject lot.
Attached is a web map showing area zoning designations.
C. There is a discrepancy with the address. The applicant uses 39 Sidney Street and the
city has it addressed at 50 Sidney Street. The map and lot are clear so the discrepancy
doesn't affect the Board's decision.
D. The Comprehensive Plan has this neighborhood as URD -1.
E. Below is a comparison Table to show any differences between URD -1 and URD -2 for your
use.

The Board passed a motion, by roll call, made by Member Shaw and Seconded by Member Brush, to
recommend to the City Council that the said zoning district change ought to pass. All members voted
yes.
