MEETING MINUTES
Board Members Present: Michael Bazinet, Ted Brush, Ken Huhn, Donald Meagher, Reese
Perkins, Lisa Shaw
City Staff Present: Anne Krieg, Planning Officer, Paul Nicklas, City Solicitor, Joshua Saucier,
Assistant City Solicitor
Chair Huhn called the meeting to order at 7:01 P.M.
PUBLIC HEARINGS
1.Final Subdivision Approval–Land Development Permit foran 8-lot Final Subdivision
approval at property located off Davis Road, Map-Lot R14-002, in a Rural Residence and
Agricultural (RR&A) District. Applicant, Team Properties, LLC.
Scott Braley w/Plymouth Engineering presented the applicationandreviewed the draft decision.
He indicated his client wants to do in lieu of dedicationpayment. The Board noted that theplan
would need to be modified. Member Perkins asked about construction sequence to prevent
siltation.
MemberShaw moved Final Subdivision Approval, seconded by Member Perkins. All members
voted in favor of the motion.
2.Site Development Plan Approval–Land Development Permit for Site Development Plan
Approval –For an amendment to previous Site Development Approval in 2018 for improved
lawn entry, ADA upgrades, lawn bathrooms and merchandise structure at property located at
1 Railroad Street, (Map-Lot 043-040-C), in a Downtown Development District (DDD).
Applicant, Waterfront Concerts.
Rob Ervin of Ervin Architecture presented the applicationand reviewed the 2018 plan. The
changes include the lawn entry and ADA changesfor access. Currently ticketholders queue on
Main Street, and with the changes, he indicated people will now line up on the site. On-site

access on the lawn was discussed. The location of the transformer was discussed. Proposed
conditions from staff were reviewed.
Member Shaw moved approval of site development planwith noted conditions, seconded by
Member Bazinet. All members voted in favor of the motion.
OTHERBUSINESS
3.Training on Permitting, Zoning and Comprehensive Plans
Planning Officer Krieg provided training to the Board on zoning, comprehensive plans, site
plan permits and subdivisions.
4.Meeting Minutes -Meeting minutes of February 18, 2020 were approved with the following
changes: In item 4, Member Perkins commentsindicated there are more single family units
than there are multi-family units on the street. Additionally, Member Shaw edited the minutes
to clarify that the Board wanted to ensure the Homeowner’s Association documents have
language whereby the Association cannot be dissolved on it own.
5.Adjournment–Meeting adjourned at 8:30 P.M.
