FINANCE COMMITTEE AGENDA
April 6, 2020 @ 5:15 pm
EXECUTIVE SESSION ITEMS #1 & #2 WILL BE LIMITED TO ALLOWABLE ATTENDEES IN
ACCORDANCE WITH MAINE STATE STATUTE - NON-ATTENDEES WILL BE REMOVED TO THE
WAITING ROOM DURING THIS PORTION OF THE MEETING.

Staff in Attendance: Laurie, Conlow, Cromwell , Willette, Willett, Nicklas, Caruso, Comstock
1. Meeting Management - Public Participation
Motion made and seconded to allow public participation in meetings via zoom, tv,
website and facebook for as long as the City Council has designated. Motion approved
unanimously.
Motion made and seconded to enter Executive Sessions identified in #2 #3 below. Motion
passed unanimously.
2. Executive Session – 1 MRSA Section 405 (6)(E) - Workers’ Compensation
Settlements
3. Executive Session – 36 MRSA Section 841 (2) – Hardship Abatement
4. Open Session – Workers Compensation Settlement and Hardship Abatement
Action
Motion made and seconded to recommend the Workers Compensation Settlement to the
City Council and to approve the hardship abatement application. Motion passed
unanimously.
5. Consent Agenda
a. Resolve, Authorizing and Appropriating $187,200 of Additional Funding to the
Overdose Prevention Program
b. Order, Authorizing One Year Extension with Republic Parking for the Operation and
Management of Airport Parking Facilities
Motion made and seconded to recommend passage of the items to the City Council.
Motion passed unanimously.
Staff also provided an updated that an extension for Republic Parking for the Operation
and Management of the Downtown Parking Facilities will be executed as well.
6. Bids/Purchasing
a. Consulting & Engineering Services Passenger Facility Charge (PFC) Program – Airport
– Gensler
Motion made and seconded to recommend contract award to the City Council,
motion passed unanimously.
b. Master Plan – Parks & Recreation – RS Leonard Landscape Architecture with CES -
$30,000
Motion made and seconded to recommend contract award, motion passed
unanimously.
c. Request to Sole Source – Traffic Controllers – Public Services – Econolite - $19,500
Motion made and seconded to purchase the units, motion passed unanimously.
d. Request to Extend Road Salt Contract – Public Services – New England Salt
Company - $46.24/ton
Motion made and seconded to recommend the contract extension to the City
Council, motion passed unanimously.
