Under Chapter 28 of the City Code, the City Manager has broad powers to create regulations in response to emergencies such as COVID-19. There is no explicit granting of authority to enter into leases and other agreements, however. As the City continues to respond to the pandemic, there may be a need to act quickly on such agreements. Examples may include leases of spaces to set up facilities for people who are in quarantine, or agreements with agencies and other organizations to provide services such as the Bass Park testing facility. Given the immediate threat of the pandemic, this Order is being introduced as an emergency measure pursuant to Article V, Section 1 of the Bangor City Charter.
