Consent Agenda a. Workout Agreement – 116, 118 and 122 Jackson Street – Sanborn Property Management Motion made and seconded to approve consent agenda, motion passed unanimously. 2. Bids/Purchasing a. Trail 5 Sylvan Road Project – Engineering – Vaughn Thibodeau - $433,777 Motion made and seconded to recommend contract award to City Council, motion passed unanimously. b. Boiler Engineering Services – Economic Development – WBRC - $10,500 Motion made and seconded to execute contract with WBRC, motion passed unanimously. c. Request to Waive Bid Process – Lighting Retrofit – Airport – WESCO - $14,375 (nets to $5,462 after Efficiency Maine Rebate) Motion made and seconded to approve purchase from WESCO, motion passed unanimously. d. Davis Brook CSO Storage Tank – WWTP – S.E. MacMillan Company - $31,777,777 Motion made and seconded to recommend contract award to City Council, motion passed unanimously. e. Davis Brook CSO Storage Tank Engineering Services – WWTP - AECOM – $1,509,722 Motion made and seconded to recommend execution of contract with AECOM to City Council, motion passed unanimously. 3. Request to Write off Property Taxes The request from staff to write off property taxes on mobile homes with matured tax liens, in cases where if the property were receiving the homestead exemption would not have been taxed is the third such request. By taking this action, the City minimizes the financial and liability impact of matured tax liens on mobile homes. Motion made and seconded to approve the write offs, motion passed unanimously. Staff information on other topics as follows:  Noted David Little’s achievement of a lifetime certification from the MMTTCA  On March 2, 2020 the City’s external auditors will be reviewing the June 30, 2019 audit results  A special Finance Committee meeting will be scheduled for March 3, 2020 to approve the details of the City’s General Obligation Bond sale from earlier in the day as well as an SRF (State Revolving Loan Fund) borrowing.
