Authorizing a Memorandum of Understanding between the Public Health and Community Services Department

Summary
This Order will authorize the extension of a Memorandum of Understanding (MOU) between the
Public Health and Community Services Department (PH&CS) and the Bangor Area Recovery Network
(BARN) for Technical Assistance. This MOU was established between PH&CS and the BARN to
provide technical support to a Recovery Coaching Program and was scheduled to end in December
311, 2019. This extension would allow PH&CS to continue to assist the Recovery Coaching program
for an additional 6 months.

Authorizing a Memorandum of Understanding between the Public Health and Community Services Department
and the Bangor Area Recovery Network for Technical Assistance
Whereas; the Public Health and Community Services Department and the Bangor Area Recovery Network
have a Memorandum of Understanding that expired on December 31, 2019, and
Whereas; this Memorandum of Understanding allows for the Public Health and Community Services
Department to administratively support a Recovery Coaching Program implemented by the Bangor Area
Recovery Network, and
Whereas; the extension of this Memorandum of Understanding would continue these services for an
additional 6 months at no cost.
Be it Ordered by the City Council of the City of Bangor that, the City Manager is authorized to execute a 6
month extension to a Memorandum of Understanding between the Public Health and Community Services
Department and the Bangor Area Recovery Network for Technical Assistance in final form as approved by the
City Solicitor or Assistant City Solicitor.

FIRST AMENDMENT TO MEMORANDUM OF UNDERSTANDING
THIS FIRST AMENDMENT TO MEMORANDUM OF UNDERSTANDING
is by and between the City of Bangor Public Health and Community Services (BPHCS)
and Bangor Area Recovery Network (BARN).
WITNESSETH:
WHEREAS, BPHCS and BARN entered into a Memorandum of
Understanding (MOU) for the period of January 1, 2019 through December 31, 2019 for
the purpose of creating and implementing a Recovery Coaching Program in the Greater
Bangor Area; and
WHEREAS, the work outlined under the MOU included coordinating the
McHAF Healthy Communities Implementation Grant; and
WHEREAS, the period of the grant has been extended through June 30,
2020 -,and
WHEREAS, the parties hereto therefore wish to amend the MOU to
extend the term;
NOW, THEREFORE, the parties do mutually agree that the 2019
Memorandum of Understanding between the parties for the period of January 1, 2019
through December 31, 2019 be and hereby is amended as follows:
(1) That the first paragraph of the MOU be deleted in its entirety and replaced
with the following:
THIS AGREEMENT is by and between the City of Bangor Public Health
and Community Services (BPHCS) and Bangor Area Recovery Network
(BARN), for the period of January 1, 2019 -June 30, 2020. All of the
funding is subject to BPHCS receiving funding of the McHAF Healthy
Communities Implementation Grant.
(2) That the paragraph following the asterisk in Article IV be deleted in its entirety
and replaced with the following:
These items previously paid for by BHCS out of the McHAF grant, in
response to invoices or receipts from BARN or third parties. For the term
of this Mo U, the above projected budget items are at the discretion of the
BARN Board of Directors and the Recovery Coach Oversite Committee.
Any of the estimated expenses above, however, must be paid out of the
BARN'S sub -grant of $33,307.00
(3) That the last paragraph of Article IV be deleted in its entirety and replaced
with the following:

Up to an additional $3,500 for other recovery coaching program
expenses throughout the term of this MoU (paid in response to
expenses incurred directly by BPHCS, receipts from the BARN or
invoices from third parties. Expenses may include consultants,
trainers, meeting expenses, supplies, etc.). Payment may be paid
directly to the BARN or directly to third parties, as needed.
(4) That Article V, section b, be deleted in its entirety and replaced with the
following:
By the end of the term of this MoU, depending on budget actuals, BPHCS
will pay BARN or third parties, up to an additional $3,500 for other
expenses related to grant activities.
THAT except for the foregoing, said 2019 Memorandum of Understanding
between the City of Bangor Public Health and Community Services and Bangor Area
Recovery Network will remain in full force and effect in all other respects between the
undersigned.
