Meeting Minutes
The following City Councilors were in attendance: Airport Committee Chair Dan Tremble Chair,
Councilors Rick Fournier, Sarah Nichols, Angela Okafor, Gretchen Schaefer and Laura Supica.
Also in attendance were City Manager Cathy Conlow, Airport Director Tony Caruso and Airport
Marketing Manager Aimee Thibodeau.
Agenda and Discussion:
1. Airport Joint Use Agreement
Airport Director Caruso requested Committee approval for a new airport joint-use agreement

(AJUA) between the City of Bangor and the Maine Air National Guard, 101 Air Refueling Wing.
These agreements describe the roles and responsibilities of each Party in the operation of the
airfield. As a shared use, civilian and military use airport, each Party will share duties and

responsibilities. At BGR, the 101 Air Refueling Wing provides the aircraft rescue and firefighting
services (ARFF) and the City provides all of the snow removal services, grounds maintenance
services, pavement maintenance, wildlife control, and additional airfield operations and
maintenance services needed.
This AJUA is a ten (10) year renewal agreement, which expired on 30 September 2019. The AJUA
renewal term will be effective from 1 October 2019 through 30 September 2029. As part of the
AJUA, and also included in the packet, are the associated agreements for the Snow & Ice Removal
plan for the airfield and the Memorandum of Agreement for Aircraft Rescue and Firefighting
(ARFF) services.
Motion made, seconded and approved. The lease agreements will be presented to the City Council
for final approval.
2. Airport Advertising and Marketing
a. Airport Statistics – Nov. 2019
Marketing Manager Aimee Thibodeau reported a good passenger count for November. It
was higher than our 5-year average and 1.3% higher than last year. Total Operations were
up 18% with Military Operations up 56%. Fuel sales were 25% higher than November
2018, driven by a nearly 80% increase in DOD sales.
b. Airport Social Media Update
Aimee shared the December Facebook Engagement Review. The number of people who
‘liked’ our page increased by 41 in December and by nearly 400 during 2019. Our goal is to
do 12 informative posts, 6 fun posts and 9 community posts monthly. We will continue with
our Facebook goals, but are moving our focus toward enhancing our Twitter and Instagram
presence.
c. USA Today contest
BGR was selected by an expert panel as one of 20 “Best Small Airports”. The contest asks
the public to vote to narrow the field to the Top Ten. We have been very pleased with the
community support, the shares, etc. With one week left to go, we are ranked #5!
d. Wings-for All event on Feb. 1, 2020 – update
This is the first-of-its-kind event north of Boston. We have collaborated with this national
organization and several community agencies to provide a full Airport/Air travel experience
for people with autism. We are expecting about 200 people and have room for about 10
more families. At the start of the day, Airport staff will receive training that will be
beneficial that day as well as for serving customers in the future.
