Authorizing the Disposition and Development of a Single Family Home Located at 44 Sixteenth Street
This Order would authorize the purchase and rehabilitation of 44 Sixteenth Street by George Miller
III.
The property located at 44 Sixteenth Street was acquired by the City through matured tax liens (CO
19-289). The property was submitted for RFP to be purchased and rehabilitated to help improve the
neighborhood. We received seven offers for the properties.
George Miller III submitted an offer of $18,536 for the property, with an additional required
minimum expenditure of $15,000 for the rehabilitation of the single family home. Mr. Miller has over
30 years of construction experience, including the purchase and rehabilitation of previous tax
acquired City-owned properties.
This item was reviewed and recommended for approval by the Finance Committee at its December
16th, 2019 meeting.
This order addresses the Council goal of improving quality and quantity of housing to meet demand
for workforce housing, life cycle housing, and supportive housing within the community.

Authorizing the Disposition and Development of a Single Family Home Located at 44 Sixteenth Street
WHEREAS, the City owns the property located at 44 Sixteenth Street through matured tax liens; and
WHEREAS, the City is seeking to dispose of the property and have it rehabilitated for single family housing;
and
WHEREAS, the property was offered for RFP; and
WHEREAS, a bid to purchase and rehabilitate the property was received from George Miller III, in the amount
of $18,536:
BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT
The City Manager is hereby authorized, on behalf of the City of Bangor, to execute those documents
necessary for the transfer of the single family house located at 44 Sixteenth Street (Map and Lot 010-066) to
George Miller III and development of said property by the same under the following conditions:
1. The developer shall purchase the property for $18,536.
2. The developer shall spend a minimum of $15,000 on the rehabilitation of the single family home.
3. The developer shall obtain a building permit on or before February 1, 2020.
4. The developer shall complete the project and obtain a certificate of occupancy within one year of obtaining
said building permit.
The final agreement will be in a form approved by the City Solicitor's Office.
