HomeMy WebLinkAbout2019-12-09 20-031 ORDINANCETitle, Ordinance As Amended 20-031 12/09/2019 CITY COUNCIL ACTION Council Meeting Date: December 9, 2019 Item No:20-031 Responsible Dept: Legal Action Requested: Ordinance Map/Lot: N/A Amending Chapter 65, Animal Control, Section 65-2, by Requiring Animals at the Waterfront to be Leashed Summary This ordinance amendment would require animals at the Bangor Waterfront to be controlled by a leash. The current ordinance requires dogs to be under control of the owner, which can be either voice control or leash. In some areas, such as Cascade Park and a portion of the City Forest, the ordinance provides that dogs must be on a leash. If approved, this ordinance amendment would add the Bangor Waterfront from the Sea Dog restaurant to Dutton Street to that list of areas where animals must be leashed. Because of the types of activities on the waterfront including concerts, large gatherings, and food service, it has been determined to be in the best interest of everyone using the waterfront to ensure that dogs are leashed. This amendment will help preserve the health, safety, and welfare of animals and their owners, while still allowing off -leash control of animals in other parts of the City. E. Domestic animals are to be controlled by a leash, as defined in § 65-1, in the following areas: The Bangor Waterfront, consisting of Map 43, Lots 35, 36, 39, 40, and 41 on the City of Bangor tax maps, except that a waiver from this requirement may be granted by the City Manager or his or her designee as part of an event approved by the City.
