Authorizing City Engineer to submit a grant application for funding through the Maine DEP Stream Crossing
Upgrade Grant program to replace an existing culvert on State Street
This Order will authorize the City Engineer to submit a grant application through the Maine DEP’s
Stream Crossing Upgrade Grant Program to remove and replace the culvert crossing of Woodlawn
Brook on State Street which is currently in poor condition.
The grants were made available by a citizen approved bond and the maximum award per project is
$95,000. Bangor is requesting $95,000 dollars to partially fund an estimated project cost of
$200,000. The City’s contribution of $105,000 to the cost of the project will come from the
Stormwater Utility budget in FY2021. If the grant is awarded to the City, construction of the project
will take place during the summer of 2020 between July 15th and October 1st in accordance with
environmental permitting.

Be it Ordered by the City Council of the City of Bangor that,
The City Engineer is hereby authorized and directed to submit a grant application through the Maine DEP’s
Stream Crossing Upgrade Grant Program for funding in the amount of $95,000 to remove and replace an
existing culvert that carries Woodlawn Brook beneath State Street.

Re: Culvert Upgrade Grant Application — State Street
Engineering intends to submit a grant application through the Maine DEP's Stream Crossing
Upgrade Grant Program to remove and replace the crossing of Woodlawn Brook on State
Street, which is currently in poor condition. State Street is scheduled to be paved in 2021 and
we would like to replace the culvert prior to that roadway project. The design for the culvert will
consider the more frequent heavy rains that we seem to be experiencing in the City.
The grants were made available by a citizen approved bond and the maximum award per
project is $95,000. This is the second round of applications for an available $5,000,000 and
applications are due on November 12, 2019. Bangor is requesting $95,000 dollars to partially
fund an estimated project cost of $200,000. The City's contribution of $105,000 to the cost of
the project will come from the Engineering budget in FY2021. If the grant is awarded to the
City, construction of the project will take place during the summer of 2020 between July 15th and
October 1St in accordance with environmental permitting.
