Authorizing Letter of Intent with ReVision Energy for Solar Photovoltaic System at 611 Maine Avenue, Map-Lot
R24-020 and Amendment of Competitive Energy Services, LLC Agreement
This order will authorize the City Manager to sign a letter of intent with ReVision Energy, including a payment, not
to exceed $67,125.00, for development of a photo-voltaic system at 611 Maine Avenue. This order will also
authorize an amendment to an agreement with Competitive Energy Services LLC.
On June 20, 2019, the City received three bids for the development and installation of a solar photo-voltaic
system on a City-owned parcel of land at 611 Maine Avenue, along with options for a lease, purchase, or power
purchase agreement for the City. If approved, the contract with Revision Energy will include payment not to
exceed $67,125 which will allow ReVision to proceed with due diligence, conduct the required Emera system
impact study, and purchase equipment. The fee is reimbursed to the City within 30 days of signing a contract or
power purchase agreement. Should the City decline to enter into a power purchase agreement, Revision will
retain the $67,125 for incurred costs.
The City has a contract with with Competitive Energy Services LLC. This order will also authorize an amendment
to the City's contract with Competitive Energy Services to extend it for one month and increase the fee in the
amount of $2500 to assist with review of the power purchase agreement in order to continue to receive its
advice on the Power Purchase Agreement. CES was instrumental in the assisting staff in the review of the
proposals.
A final power purchase agreement would be subject to review of the city solicitor and approval of the City Council.
This project addresses the Council goal of environment, infrastructure, and sustainability by implementing
technology to increase energy sustainability and lower costs such as solar, LED, and electric car charging.

Authorizing Letter of Intent with ReVision Energy for Solar Photovoltaic System at 611 Maine Avenue, Map-Lot
R24-020 and Amendment of Competitive Energy Services, LLC Agreement
Whereas, the City of Bangor has a stated goal of addressing the environment, infrastructure, and
sustainability by implementing technology to increase energy sustainability and lower costs such as solar, LED,
and electric car charging; and
Whereas, a feasibility study indicated the likelihood was high that a viable solar project could be sited on City
property, map-lot R24-020; and
Whereas, the City of Bangor solicited proposals from qualified vendors; and
Whereas, ReVision Energy provided the best proposal for a solar project that furthers the City's goals of
energy sustainability and lower costs; and
Whereas, the City signing of a Letter of Intent and down payment will allow ReVision Energy to proceed with
final project design and contract negotiations; and
Whereas, the City has a contract with Competitive Energy Services, LLC to provide consulting services for the
selection of a developer for the solar project; and
Whereas, the contract with Competitive Energy Services, LLC will end December 31, 2019; and
Whereas, the services of Competitive Energy Services have been instrumental to the project development and
amending the agreement to continue their services is critical to negotiating a final agreement with ReVision
Energy; therefore:
Be it Ordered by the City Council of the City of Bangor that the City Manager is authorized to enter into a
Letter of Intent with ReVision Energy for a solar photovoltaic system at 611 Maine Avenue (map-lot R24-020)
for the purpose of taking the necessary steps in order to move forward to be prepared to have a Power
Purchase Agreement. Said Letter of Intent shall include a fee of $67,125.00, said fee to be reimbursed to the
City in the event that the City and ReVision Energy agree to a Power Purchase Agreement. Said Letter of
Intent shall be in a final form as approved by the City Solicitor.
Be it Further Ordered by the City Council of the City of Bangor that the City Manager is authorized to execute
an amendment to an Agreement with Competitive Energy Services, LLC dated July 1, 2019 to extend the term
of the Agreement by one month and add the sum of $2,500 to the fee paid to Competitive Energy Services,
LLC. Said Agreement shall be in a final form as approved by the City Solicitor.
