HomeMy WebLinkAbout2019-10-28 19-419 Order 10/28/2019 19-419 10/28/2019 19-419 Police Order N/A Title, Order Amending the Schedule of Fees to Include a Fee for Service for Non-Emergency Calls to the Police Department This Order would create a fee structure for non-emergency requests police response to institutions, including group homes, residential care facilities, and temporary low barrier sheltering locations. The Police Department has experienced an increase in calls to group homes, residential care facilities, and temporary low barrier sheltering locations. In some cases, these calls are non-emergency and do not require the response of an officer. Examples of these types of calls are requests that the police instruct clients to follow house rules, advise clients not to use coarse language, mediate kitchen times, or follow a smoking policy. These types of calls take police resources away from or reduce response times to matters that fall within the purview of the officer. The fee for service is an attempt to deter excessive and unnecessary use of police services for non-emergency situations. This fee is authorized by Code section 215-14, to be enacted the same date as this Order. Government Operations Committee 09/16/2019 Recommend for passage 50 New Business 10/28/2019 19-419 CITY OF BANGOR ORDER 10/28/2019 19-419 Davitt Amending the Schedule of Fees to Include a Fee for Service for Non-Emergency Calls to the Police Department Whereas, the Police Department has experienced an increase of calls to institutions such as group homes, residential care facilities, and temporary low barrier sheltering locations; Whereas, the Police Department has identified many of these calls are non-emergency and not matters for which the Police Department is needed; Whereas, responses to these calls reduce officers' ability to perform job-related responsibilities; Whereas, this is not intended to generate revenue for the City, but to reduce the non-emergency calls to the Police Department.
