Authorizing the Dissolution of the Bangor Urban Renewal Authority.
This Order will dissolve the Bangor Urban Renewal Authority.
Title 30-A §5102 authorized the creation of an Urban Renewal Authority. The City of Bangor created
the Bangor Urban Renewal Authority in 1958. The intent was to implement federally funded urban
renewal projects. Federal funding ended many years ago and the Urban Renewal Authority has
been inactive other than on a few occasions executing release deeds to change deed restrictions that
restricted development or created title issues for properties. The slums and blighted areas of the
City when the Urban Renewal Authority was formed no longer exist. Community Development laws,
such as the CDBG program, adopted since the creation of the Urban Renewal Authority have allowed
municipalities to carry out the same functions as the Authority.
The Bangor Urban Renewal Authority has assigned and transferred any rights and property interests
to the City of Bangor, and the City of Bangor has accepted that assignment, by virtue of an
Assignment and Release dated May 13, 2019 and recorded in Book 15146, Page 85 of the Penobscot
County Registry of Deeds. The Bangor Urban Renewal Authority voted on October 21, 2019 that the
Bangor Urban Renewal Authority has substantially completed its role in the redevelopment of the
City of Bangor and that the Bangor Urban Renewal Authority should dissolve and shall dissolve upon
approval of the City Council.

WHEREAS, Title 30-A §5102 authorized the creation of an Urban Renewal Authority and the City of Bangor
created the Bangor Urban Renewal Authority in 1958; and
WHEREAS, the purpose of the Authority was to implement federally funded urban renewal projects; and
