HomeMy WebLinkAbout2019-10-16 19-400 Order 10/16/201919-400 10/16/2019 19-400 Finance Order 053-183 Title, Order Authorizing the City Manager to Execute a Disposition and Development Agreement with Habitat for Humanity for Property Located at 177 Pearl Street in the Amount of $5,000 This Order would authorize the City Manager to execute a disposition and development agreement with Habitat for Humanity for the acquisition of property located at 177 Pearl Street. The property was conveyed to the City in 2013 (CO 13-240) and demolished in 2015 due to its deteriorated condition. The city issued an RFP for development of the property and received one offer from Habitat for Humanity. Habitat for Humanity, of Bangor, submitted an offer of $5,000 for the purchase and development of a two story single family home with the intent to sell the property to an LMI qualified person. This will be Habitat's first ever Interfaith House Build, where Habitat will be partnering with local churches, synagogues, and other places of worship to create affordable housing. If approved, the Habitat for Humanity will purchase the property and invest $146,000 in new construction. Additionally, Habitat agrees that they will pull a building permit by February 1, 2020 and complete construction within one year. Finance Committee 09/16/2019 Recommend for passage 50 Consent 10/16/201919-400 CITY OF BANGOR ORDER 10/16/2019 19-400 Sprague Authorizing the City Manager to Execute a Disposition and Development Agreement with Habitat for Humanity for Property Located at 177 Pearl Street in the Amount of $5,000 WHEREAS, the City owns the vacant property located at 177 Pearl Street; and WHEREAS, the City is seeking to dispose of the property and have then developed for housing; and WHEREAS, the properties were offered for RFP; and WHEREAS, a bid to purchase and develop the property was received from Habitat for Humanity, in the amount of $5,000; and WHEREAS, Habitat for Humanity proposes to build a two story single family home to sell. BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT The City Manager is hereby authorized, on behalf of the City of Bangor, to execute those documents necessary for the transfer and development agreement of the proposed two story single family house to be located at 177 Pearl Street (Map and Lot 053-183) to Habitat for Humanity, The agreement shall include the following terms and conditions: the purchase price shall be $5,000; the buyer shall invest not less than $146,000 on the development of a two story single family home; the buyer shall obtain a building permit on or before February 1, 2020; the buyer shall complete the project and obtain a certificate of occupancy within one year of obtaining said building permit; and the deed of conveyance from Habitat for Humanity to its buyer shall include a conditions that the property remain taxable in perpetuity of make a 100% payment in lieu of taxes.
