Broadway, Broch Le Blanc – W. Broadway, Somerset Owner, Austin Brower, Dominic Riso AGENDA 1. MDOT Agreement: 24313.00 Hogan Road Sidewalk John stated the agreement was for design work and the proposed cost was $60,000, the City share of project would be $12,000. This would come back in the future for the construction process. Vote: Motion made and seconded, unanimous approval. 2. Discussion: West Broadway Traffic Calming John stated there were requests from residents for traffic calming measures due to the volume and speed of traffic on West Broadway. John noted last Fall a radar was placed that provided a summary of activity, along with requested MDOT crash data for Hammond and West Broadway & Union & West Broadway, which was provided to the Committee. It was found that West Broadway did not meet the qualifications for traffic calming measures. To qualify there would need to be three crashes per year and West Broadway had five in three years. He expressed concern about ripping out the pavement that was still in good shape and narrowing the road. Alternatives included a center median of four to six feet, which may affect driveway access, or granite curb placement which would cost about $80,000. Elizabeth Eisenbarth was in favor of curbing but also suggested re-stripping the street, creating a bicycle or parking lane along the sides, use of reflective markers, or implementing measures to choke down the lanes. Discussion continued with considering signage, but they may not adhere to MDOT MUTCD standards. Cathy Conlow suggest bumping out the curb. Roch Le Blanc provided an example of Montreal's stripping plan for consideration and would like to see calmer streets and parking that won't inhibit emergency vehicles or snow plowing. Cathy also indicated this had been discussed in years past and perhaps placing lines until there is a more permanent solution. It was noted there would be more discussion to come in the future. 1 3. Update: Park Street & Somerset Street, Continued Discussion John mentioned this item was previously discussed at June 18th meeting. John provide an outline of the previous discussion and provided alternate options based on that feedback. He provided alternatives to the previous proposed intersection alterations. He stated five to nine parking spaces would be lost due to improvements and proposed a loading zone in front of the church. Lane extensions through the intersection. Potentially use flashers if there is a high volume of pedestrian traffic and vehicle speeding, can try at a later time. Cathy asked if there would be acorn lights in the intersection, John responded the possibility. The owner on Somerset Street asked about placement of an island to slow the traffic down. She also addressed the parking issues associated with the residential area. Another resident/business owner requested some beautification and lighting in the area for safety. She also asked about clearing and removal of snow. Aston Brower asked about pedestrian crosswalks and shortening or narrowing of them. Dominic Riso stated he was in favor. Vote: Motion made and seconded, unanimous approval. Meeting Adjourned 2
