HomeMy WebLinkAbout2019-09-23 19-379 Order 09/23/201919-379 09/23/2019 19-379 Public Works Order N/A Title, Order Authorizing Execution of a 10-Year Contract with Pine Tree, Inc. for Automated Commingled Curbside Refuse/Recycling Collection This order will authorize a contract with Pine Tree Waste for automated residential curbside collection of commingled solid waste and recycling. The automated collection system will utilize a specialized truck capable of lifting specific trash bins or "totes". Because of the significant investment in these items Pine Tree, Inc. requires a ten (10) year contract. The original bid provided that this collection method is estimated to save $34,000 annually. Additionally, the city has the option to further reduce the contract price by providing 100% of the fuel for the operation of these trucks as well as making an upfront balloon payment, for every $100,000 payment made the contract price would be reduced by $115,000 over the life of the contract. The estimated start date of the automated collection is July 1, 2020. The signing of this contract would terminate the current agreement for residential curbside collection and replace the agreement with a new one that includes automated collection. Infrastructure Committee 09/17/2019 Recommend for passage 50 New Business 09/23/201919-379 CITY OF BANGOR ORDER 09/23/2019 19-379 Davitt Authorizing Execution of a 10-Year Contract with Pine Tree, Inc. for Automated Commingled Curbside Refuse/Recycling Collection Whereas; the City of Bangor requested bid information on an automated curbside collection of commingled residential refuse and recycling; and Whereas; Pine Tree, Inc was the sole bidder of the automated curbside collection of commingled residential refuse and recycling option; and Whereas; Pine Tree, Inc. requires a ten (10) year contract based on the significant investment needed to purchase the trucks and totes required; and Whereas; the bid for this collection method is estimated to save $34,000 annually per year over the life of the contract compared to the current collection method; and Whereas: the City will use $200,000 as an upfront balloon payment and provide 100% of the fuel for the trucks to take advantage of an additional estimated savings of $14,000/year. Be it Ordered by the City Council of the City of Bangor that, the City Manager is authorized to execute a contract with Pine Tree, Inc. for automated curbside collection of commingled residential refuse and recycling.
