HomeMy WebLinkAbout2019-09-23 19-378 Order 09/23/201919-378 09/23/2019 19-378 Finance Order 031-051A Title, Order Authorizing the Disposition and Development of a Single Family Home on the Property Located at 40 Nelson Street This Order would authorize the sale of 40 Nelson Street to R&B Developers, Inc. The property located at 40 Nelson Street was acquired by the City through the Neighborhood Stabilization Program. In order to satisfy disposition criteria for the program, the lot needs to be sold at fair market value. The property was submitted for RFP with a minimum bid of $16,300 to satisfy this requirement. During the RFP process, R&B Development made an offer of $16,300 for the purchase and development of the lot. R&B Development was the only bidder meeting both the RFP and NSP criteria. At its September 9, 2019 meeting, the City Council approved a zone change for a portion of the property from Parks and Open Space to URD-1, in an effort to facilitate the development of this property for a house. Finance Committee 09/16/2019 Recommend for passage 50 Consent 09/23/201919-378 CITY OF BANGOR ORDER 09/23/2019 19-378 Supica Authorizing the Disposition and Development of a Single Family Home on the Property Located at 40 Nelson Street WHEREAS, the City owns the property located at 40 Nelson Street through the Neighborhood Stabilization Program (Map and Lot 031-051A); and WHEREAS, the City is seeking to redevelop this property for single family housing; and WHEREAS, the City recently rezoned this property to URD-1; and WHEREAS, the property was offered for RFP; and WHEREAS, a bid to purchase and develop the property was received from R&B Development in the amount of $16,300: BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT The City Manager is hereby authorized, on behalf of the City of Bangor, to execute those documents necessary for the transfer and development agreement of a single family house on the property located at 40 Nelson Street (Map and Lot 031-051A) to R&B Developers, LLC under the following conditions: 1. The developer shall purchase the property for $16,300. 2. The developer shall spend a minimum of $177,000 on the development of a single family home. 3. The developer shall obtain a building permit on or before May 1, 2020. 4. The developer shall complete the project and obtain a certificate of occupancy within one year of obtaining said building permit.
