HomeMy WebLinkAbout2019-08-26 19-330 Resolve 08/26/201919-330 08/26/2019 19-330 Finance Resolve 001-001 Title, Resolve Appropriating Funds not to Exceed the Amount of $275,000 from Airport Department Equipment Reserves for the Purpose of Purchasing a Type I Glycol Blending Unit for Aircraft Deicing Fluid at Bangor International Airport. This Resolve will authorize the appropriation of funds not to exceed the amount of $275,000 from Airport Department equipment reserves for the purpose of purchasing a Type I glycol blending station for use at Bangor International Airport (BGR). A new modern and automated blending station allows for the ability to mix glycol fluid with water at lower concentrations, depending on the outside air temperature, reducing overall glycol use by an estimated 17%. This automated system reduces the labor hours currently needed to manually mix Type I fluid, decreases BOD loads to the Wastewater Treatment facility, and increases the product profit margin. The estimated return on investment of a new blending unit will be within 2-3 deicing seasons. The purchase of the blending unit is part of the airports long term future operations plan and compliments last year’s purchase of the high reach de-ice truck. WHEREAS, the City of Bangor, Maine is the owner of an airport located in Bangor, County of Penobscot, State of Maine, commonly known as Bangor International Airport; and WHEREAS, This Resolve will authorize the appropriation of funds not to exceed the amount of $275,000 from Airport Department equipment reserves for the purpose of purchasing a Type I glycol blending station for use at Bangor International Airport (BGR); and WHEREAS, A new modern and automated blending station allows for the ability to mix glycol fluid with water at lower concentrations, depending on the outside air temperature, reducing overall glycol use by an estimated 17%; and WHEREAS, The purchase of the blending unit is part of the airports long term future operations plan and compliments last year’s purchase of the high reach deice truck. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT The City Finance Director is hereby authorized to appropriate funds, not to exceed $275,000 from airport department equipment reserves for the purpose of purchasing a Type I glycol blending station for use at Bangor International Airport (BGR); and BE IT FURTHER RESOLVED THAT The City Finance Director is hereby authorized to place this amount within the appropriate account.
