ORDERED,
THAT the City Manager of the City of Bangor is hereby authorized
to apply, on behalf of the City of Bangor, for Federal financial assistance
under the provisions of the Land and Water Conservation Act, Public Law
88-578, for the development of the Kenduskeag Plaza Park: and
-
THAT the City Manager of the City of Bangor is hereby further
authorized to enter into on behalf of the City of Bangor, a Land and
Water Conservation Fund Project Agreement with the State of Maine sub-
sequent to Federal approval of the project; and
THAT, the City Managerat the City of Bangor is hereby ,further
authorized to execute, on behalf of the City of. Bangor, Department of
Interior Yom 1350 (March 1966), which requirescompliance by the City
of Bangor with Title VI of the Civil Rights Act of 1964 (P.L.. B8-352)
and all requirements imposed by or pursuant to the Department of the
Interior Regulation (43 CFR 17) issued pursuant to that Title.
THAT, contingent upon approval of State and Federal funding,
the amount of up to One Hundred Fifty Thousand Dollars of 1984
Community Development Block.Grant Entitlement Funds is hereby committed
toprovide the City's share of the cost, of .the' Kenduskeag Plaza park;_
and
THAT, contingent upon approval of State and Federal funds, the
City Manager is hereby authorized to expend the necessary funds from
time to,ticle to cover anticipated State and Federal reimbursement.

PART IV PROGRAM NARRATIVE (Arrack - See lastmn lona(
PART IV - PROSECT NARRATIVE
1. Background and Protect Planning
The City of Bangor has recently completed two major studies which
deal in whole or in part with the waterfront areas
of the City. One
f these is the Urban Waterfront Reuse Plan for Bangor and Hampden,
developed under a Coastal Zone Management Funded Program completed last
year, and the other is a Bangor Downtown Development Plan prepared by
the American City Corporation which was delivered to the City in July
of last year. Both of these plans make strong statements about the
potential recreational use and the important impact of the Kenduskeag
Stream and Penobscot River in the reuse and revitalization of the downtown
and waterfront areas. These studies report similar recommendations to
those made in the City's Comprehensive Plan which propose recreational
reuse of, particularly, the area at the mouth of the Kenduskeag Stream
and the Penobscot River.
The proposed project area - the "Kenduskeag Plaza" area is a
critical link between the recreational reuse planning of the waterfront
areas and the downtown revitalization activity currently under way. The
Kenduskeag Stream Park which extends from Franklin Street north along
both sides of the Kenduskeag Stream beyond the Interstate 95 Bridge can
be linked to the proposed waterfront recreational activities at the
mouth of the Stream along the Penobscot river£rontage by the construction
of these recreational improvements in the Kenduskeag Plaza area.
The Master Plan for Kenduskeag Plaza developed by Berman, French
5 Associates, landscape architects, in the past few months would provide
for the reconstruction of the Kenduskeag Plaza parking area by the
narrowing of the parking lot and the removal of approximately 30% of
the parking spaces, into a recreational area, pedestrian plaza and park
and provide a visual connection of the open space element along the banks
of the Kenduskeag Stream from the park and open space elements and the
recreation areas on the north side of the downtown to the Penobscot-
riverfrontage on the south.
The proposed project has been reviewed by a committee of adjacent
property owners in the Kenduskeag Plazaarea, the City's Planning Board,
and the city Council's Community Development Committee to insure its
desirability and acceptability in the community. Thematching monies
for the project have been set aside from Community Development Block
Grant monies allocated to downtown revitalization and approved by the
City Council. The Master Plan for the whole Kenduskeag Plaza area
insures the integration of this project with the surrounding area as
well as providing for a functional and aesthetically pleasing redevelop-
ment of the Kenduskeag Stream banks through the Plaza,
The,project construction will be with materials and through con-
struction techniques which have already been tried and tested in the
City,which will assure
e the durability, acceptance and use by the
mmunity,as well as providing for minimum maintenance and vandalism
problems.
2. Needs Assessment
Over the past three-year period there have been numerous meetings
sponsored on the use and reuse of the waterfront areas in the downtown
areas of the City of Bangor. Partly as a result of the review
view of
studies undertaken on these topics and partly as a result of the
organization of a joint public sector and private sector corporation -
Me.Bangor Center Development Corp., there has been considerable dis-
cussion about these areas. With these dialogues as general background
to the objectives of the waterfront reuse in downtown revitalization
activities, there have been specific meetings held to discuss the
projected use of Kenduskeag Plaza under this project. All of these
meetings and discussions have identified the need for more recreational
opportunity, and access to the Stream and the River in this area.
The area in question is used for a number of organized as well as
informal activities including the Renduskeag Stream Canoe Race, Down-
town activities such as antique auto shows, organized cultural activities
such as band concerts,etc.
The 1983 Maine Assessment and Policy Plan for Outdoor Recreation
indicates TE -at C ere is a very. arge deficiency of urban par area in
the Bangor/Orono urbanized area. This project would add recreational
area to the City in a location which is used by the region's population
as much as that of the City of Bangor itself. Also, the efforts of the
City to provide increased access to the Stream and the River are in line
with the demonstrated recreational needs of this area.
3. Design and Aesthetic Considerations
The nearly level topography of this area and the extensive stream
bank involved allows for extensive recreational opportunity and improve-
ment of the visual appearance of the Stream with a minimal amount of
redevelopment and expenditure.
The proposed project would introduce a variety of recreational
elements into the Plaza area and provide extensive pedestrian and recrea-
tional amenities through raised look -out areas, pedestrian lighting,
grade separation of automobile and pedestrian areas, seating opportunities
and pedestrian walkways for either activeenjoyment through jogging or
simple strolling through an aesthetically pleasing environment.
The visual impact both within the area from the raising of pedestrian
area to improve the visibility of Renduskeag Stream/Penobscot River and
from outside of the area through the addition of landscaping and planting
elements have a significant impact on this whole area of the City. The
redesign of pedestrian access from the north will replace precipitous
stairways with graduated levels of pedestrian access and make the area
more functional as well as more visually inviting to the user.
The removal of the automobile from the retaining. wall allows access
to the Stream which was heretofore physically restrictive and visually
hostile. Pedestrian access into the area from the aforementioned
improvements of stairways from State Street and the interior circulation
system established along the retaining wall through the length of the
Plaza will make the pedestrian bridge across the Stream at this point
usable and inviting, whereas in the past this bridge was hardly used at
all. Automobile access from outside of the Plaza is extremely easy From
any direction in the downtown and the interior circulation will be
improved with the elimination of some confusion in turning areas at the
head of the Plaza area. Also, the central bus stop and bus shelter is
located at the head of the Kenduskeag Plaza area which gives this location
immediate access to the area's regional bus transit system. The improve-
ment noted above to the steps connecting the Plaza level with State Street
will directly benefit transit users. (In a separate but related project
the bus shelter on State Street will be replaced with a more functional
and aesthetically pleasing structure which will contribute to the over-
all function and use of the area.)
4. Recreational Impact, Use and Activities
The Kenduskeag Stream is visually hidden and physically inaccessible
in thz present parking lot arrangement in Kenduskeag Plaza. This means
that use
of the area is almost entirely restricted to the automobile
exceptfor the brave jogger who would run down through the auto circula-
tion lanes of the area. The benefit of the Kenduskeag Stream is largely
lost axcept o occasional times such as the termination of the Kenduskeag
Stream Canoe Races in this area at which time many people are drawn to
the area and regardless of its present design and arrangement manage to
view the Stream at the race finish line.
The removal of the automobile from the Stream bank and the installa-
tion of viewing, seating, pedestrian movement and activity are, s will
change the whole use and function of this area in the heart ofthe City's
downtown. This project will transform an
inhospitable parking lot into
a multi -use urban park for the extent of the Plaza area.
Io addition to the formal u,o£ the area for organized activities
such as the canoe race, cultural,,social
cial and promotional events by such
organizations as the Downtown Bangor Association (an organization of
Bangor downtown merchants) and the Junior League Task Force on Downtown
Revitalization, there will now be increased u, of the area by a large
number of individuals. This use will includejoggers and walkers and
people who presently use the Kenduskeag Stream Park above this area
and those who choose to lunch or picnic along the banks of the Stream
in the outlook areas and seating areas
and tourists and others who
simply wish to take pictures and lookat the Stream whether it be to
watch Atlantic Salmon or enjoy activities of those using kayaks and
canoes and small craft in the area. There is projected to be a
increase n the utilization of small craft in the area at the 'mouth of
the Stream both because of the docking facility built on Front Street
less than half a mile from this site and because of the boat launch
facility in Hampden located within approximately two miles of this area.
There is already increased spectator use of this area of the City which
has been generated largely because of the boating activity associated
with the docking facility. It is anticipated that as the level of
use of the docking site and the level of use of this area of the River
for boating increases, that there will be an increase in spectators using
the area, also. The tour boats using the Bangor docking facility as a
terminal point for tours on the River are also generating_ larger
umbers of visitors into this section of the downtown and this trend
is expected to continue, also.
5., Project Implementation and Maintenance
This project has evolved from being a concept ina 1978 plan
for continuation of the rebuilding and revitalization of the City's
downtown into a major element in two recent studies of the downtown
and finally, with the development of the Berman a French Master Plan
to a specific proposal with a high priority by the City and other
downtown groups. the City's Capital Improvement Program includes
allocation of Community Development Block Grant Funds to match the
Land and Water Conservation funding of this project and this money
is in hand out of the current Entitlement funding.
Because the City is the sponsor of the Project, there is
assurance that the area will be maintained as part of the City's over-
all park and maintenance program in the downtown and waterfront areas.
With completion of the docking site on the Penobscot River and
construction later on this year of the emergency boat launch facility,
the Kenduskeag Plaza area r s the one waterfront project to be
completed and the City would like to move ahead on this project this
year as well. All of the necessary Council approvals and Committee
designations have been taken c of. Copies of these Council Orders

Environmental Assessment
Proposed Project Description
The proposed project involves the redevelopment of an existing
paved parking area along the retaining wall on the Kenduskeag Stream
n downtown Bangor. The project involves the removal of perking
spaces and the narrowing of the area devoted to parking,subsequent
installation of pedestrian lookout areas, seating, picnicking, walkways
and the installation of vegetation along the retaining walls of the
Stream.
The project itself is an effort to mitigate the effect of a
extensive paved area along a length of approximately 1,000 feet of the
Kenduskeag Stream through the heart of downtown Bangor. There will
be no disturbing of the Kenduskeag Stream itself or any natural environ-
ment as the project will take place totally within a paved area behind
the retaining wall on filled land. Because the Kenduskeag Stream itself
will not be involved in the project there will be no activity which needs
to have any mitigating action taken as to its effect upon the natural
environment in this area.
This project is an extension of the Kenduskeag Stream Park, Project
just upstream of the Central Business District core which was Completed
two years ago with the assistance of Land and Water Conservation funding.
It is part of a comprehensive program aimed at opening up of the
Kenduskeag Stream and the Penobscot River frontage to both water and
land oriented recreational use
e as part of the City's Urban Waterfront
Redevelopment activities and part of the City's Downtown Revitalization
Program. These two efforts come together at the junction of the
Kenduskeag Stream and the Penobscot River.
As part of these general planning programs,there have been specific
facilities and projects undertaken including the construction of a
docking facility on the Penobscot River just below .the confluence of
the Kenduskeag Stream and the River which was also funded by Land and
Water Conservation monies and will be completed within the next few
weeks. (The docking facility itself is in place naw.)
Also,in this same area at the junction of the Stream and the River,
the City proposes to construct an Emergency Boat Launch facility,pri-
marily,to make available access to the River at this paint for the boat
used to contain oil spills in this area and to mitigate the effect of
oil and gas storage facilities along this stretch of the river frontage.
TheCityhas been tentatively awarded $30,000 of Coastal Energy Impact
monies to fund part of this Emergency Boat Launch activity.
In addition, this project is part of the Downtown Revitalization
effort to integrate recreational use and the amenities of the water
front -areas into the downtown revitalization process. This effort is
largely funded through the use of Community Development Block Grant
monies from the Department of Housing and Urban Development. In fact,
that is the source of matching money proposed for this project.
Finally, the urban waterfront planning and the site planning for
some of the specific site elements noted above has been funded by
Coastal Zone planning funds through the Maine State Planning Office.
Description of Environment
The area in question is located in the center of downtown Bangor
on either side of the Kenduskeag Stream. The present use of the area
itself is as a parking lot and the adjacent uses are primarily office
complexes which include several large bank buildings. (See aerial
photograph - Exhibit 1). The Kenduskeag Stream which flows through
the downtown ashas some aquatic species in it and, occasionally,
Atlantic Salmonsaray into the Stream at low water levels on the River
when there is cool water coming downstream. (These fish generally
return to the Penobscot and continue their migration up the River.)
There is no wildlife at present in this area of the downtown but it
is possible that the introduction of vegetation through this project
would provide some habitats for birds and other creatures that are
found in urban areas.
There is no vegetation in the area which is proposed for redevelop-
ment in this Project,but the Project itself includes a large number of
trees and shrubs and some additional grass areas as well.
Theareais entirely on made and filled land and presently is paved,
so there are no natural soils or geologic formations which are relevant
to the proposed project. (Nor are there, obviously, any mineral resources
involved.)
The Kenduskeag Stream is a Class C water body under State Water
Classification through this section of downtown Bangor. This means that
recreational use other than that involving swimming, etc. is contemplated
for the Stream. This project would not affect adversely the water
quality of the Stream in this area. Air quality in downtown Bangor has
been non -attainment for total suspended particulates and for carbon
monoxide. However, the carbon monoxide levels have been sufficiently
reduced in the downtown so that the non -attainment status has been (or
is in the process) removed andthe area is new attainment. One of the
identified sources of the problem with total suspended particulates
in the core area of the City has been the extensive areas of unvegetated
and unpaved surface which have been a source of dust which is moved about
by automobile traffic and wind. Through an extensive street sweeping
program and as a result of the City's efforts to landscape, plant and
pave vacant lots in the downtown area,there has been a tremendous reduc-
tion in thencidence of TSP levels in excess of the standard., This.
project would continue that kind of improvement by reducing the 'extent
of the parking area and eliminating some potential sources of particulate
matter. Whether or not the results of such activity would be measurable,
there would certainly be no additional damage to air quality from such a
project. (The reduction in the number of parking spaces by approximately
302 in the Plaza area would reduce traffic and therefore,both monoxide
levels and one of the sources of non point source suspended particulate
generation.)
The access to this site is excellent from all directions around
the downtown and within the downtown for both automobile and pedestrians.
Part of this project would be to improve the ease of pedestrian access
into the area and particularly, through the area by the installation of
walkways along the retaining wall for the full length of this approximately
1,000 foot area. -
Environmental Impact of Proposed Project
Due to the reduction in the number of parking spaces and, there-
fore, the number of vehicles using this area on a.regular basis and the
addition of extensive amount of vegetation to the area, we can see no
adverse impact upon either the immediate area or the surrounding area
as a result of this project.
The result of the project should be increased pedestrian utiliza-
tion and decrease in automobile utilization of this area in the very
center of the City's downtown. As was indicated above, this should have
a positiveimpacton air quality or at least, no negative impact and
should have a very positive effect upon the area in terms of the reduc-
tion in the amount of pavement and the increase in trees and other
-
vegetatidr.
The increase use of the area by pedestrians would have a beneficial
effect on the aesthetic and economic climate of the downtown as well a
providing for increased recreational opportunity for downtown employees
and visitors. -
