With Certain Requirements for Community Development Funds.

RRBOLVBD. WHEREAS, the city of Bangor wishes to make a Final
Statement of Community Development Objectives and Projected Use of
Funds and receive Community Development Block Grant Entitlement Jobs
Program Funds under Title I of the Housing and Community Development
Act of 1974; and
WHEREAS, Section 104 0£ the Housing and Community
Development Act of 1974 and Section 570.307 of Title 24 of the Code
of Federal Regulations require that certain certifications and
assurances be given by the City of Bangor;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of
the City of Bangor that, the City of Bangor hereby assures and
certifies that it will comply with the assurances foxthe Community
Development Block Grant Entitlement Program attached hereto as
"Exhibit A" and consisting of 'fou—r '(4j) numbered pages.

VCERTIFICATIONS
The grantee hereby assures and certifies that it will comply with the regulations,
policies, guidelines mid requirements with respect to the acceptance and use of Federal
funds for this federapy-assisted program. Also, the grantee gives pancreases and
certifies with respect to the grant that:
(a) It Posseses legal authority to male a grant submission and to execute a community
development and housing program;
(b) Its governing body has dilly adopted or Passed as on official act a resolution, motion
or similar action authorizing the person identified as the official representative of
the grantee to submit the final statement, all understandings end assurancescontained therein, and directing and authorizing the person identified as the official
representative of the grantee to net in connection with the submission of the find
statement and to provide such additional information as may be required.
(e) That prior to submission of its final statement to HUD, the grantee has met the
citizen participation requirements, prepared its find statement of community
development objectives and projected use of funds, ail made the final statement
available to the public, as required by section 104(a)(2) of the Housing and
Community DevelnPmenl Act of 1944, as mien led;
(d) it is following a current housing assistance plan which has been approved by HUD
and which meets the requirements of section 104(c)(1) of the Housing and
Community Development Act of 1974, as amended
(e) It less developed its final statement of projected use of funds so as to give
maximum feasible Priority to activities wine?, benefit low- and moderale-income
families or aid in the prevention or elimination of slums or blight; lbe final

(g) The grant will be conducted and administered in compliance with:
(1) Title VI of the Civil Rights Act of 1964 (Pub. L. 88-352)and implementing
regulations issued at 24 CPR Part l;
(2) Title Vlll of the Civil Rights Act of 1968 (Pub. L. 90-2B4), as amended, and
implementing regulations;
V (3) Section 100 of the Ilansing and Community Development Act of 1074, as
amended; and the regulations issued pursuant thereto (24 CFR Section
570.601h
(4) Section 3 of the noising and Urban Development Act of 19680 as amended
and Implementing regulations at 24 CFR Part 135;
(5) Executive Order 11246, as amended by Executive Orders 11375 and 12086
and implementing regulations issued at 41 CPR Chapter 60;
(6) Executive Order 11063 as amended by Executive Order 12250 and
implementing regulations at 24 CFR Part 107;
(7) Section 504 of the Rchabilitmion Act of 1973 (Pub L. 93-112), as amended
and implementing regnlavors when published for effect;
(8) The Age Discrimination Act of 1975, as amended, (Pub. L. 94-135) and
implementing regulations when published for effect;
(9) The relocation requirements of Title U and the acquisition requirements of
Title III of the Uniform Relocation Assistance and Real Property Acquisition
Policies Act of 1970, and the implementing regulations at 24 CFR Port 42;
(30) The labor standards requirements as set forth in 24 CFR 4570.605 and HUD
regulations issued to implement such requirements;
(III Executive Order 11988 rehiring to the evaluation of Food hazards and
Executive Order I) 288 relating to the prevention, control, and abatement of
water pollution;
02) The flood insurance purchase requirements of Section 102(a) of the Flood
Distiller Protection Act of 1973, (Pub. L. 93-234).
(13) The regulations, policies, guidelines and requirements of OMB Circular Nos.
A-102, Revised, A-87, A-110, anti A-122 as they relate to the acceptance
and use of federal funds under this federally -assisted program;
ad No member, officer, or employee of the Grantee, or its designees or agents, no
'member of the governing body of the locality in which the program is situated, and
no other public official of such locality or localities who exercises any functions or
responsibilities with respect to the program during Ns/her tenure or for one year
thereafter, shall have any interest, direct or indirect, in any contract or
subcontract, or the proceeds thereof, for work to be performed in connection with
the program assisted) under the Grant, and that it shall incorporate, or muse to be
Incorporated, in all such contracts or subcontracts a provision prohibiting such
Interest pursuant to the purposes of this certification;

SUPPLEMENTAL CERTIFICATION
(Required for all grants made under Pub. L. 98-8)
The grantee certifies that:
1. the additional funds will be obligated and disbursed as rapidly as Possible so as to
quickly exist the unemployed and the needy:
2. it will use, to the extent prectiemble, the additional funds in arses Where
unemployment is highest and has been high for the largest period of time and for
authorized purposes which have the greatest Immediate employment impact, and
3. It will, to the extent practicable, usethe aeeftlonal funds to maximize immediate
creation of new employment opportunities to individuals who were unemployed at
least 15 of the 26 weeks prior to March 24, 1983.
