Meeting Minutes
The following City Councilors were in attendance: Airport Committee Chair Dan Tremble,
Council Chair Sarah Nichols, Councilors Clare Davitt, Gretchen Schaefer, Ben Sprague and
Laura Supica. Also in attendance were City Manager Cathy Conlow, Airport Director Tony
Caruso and Airport Marketing Manager Aimee Thibodeau.
Agenda and Discussion:
1. Office Lease - Northwoods Air, LLC
Airport Director Caruso requested Committee approval for an Order authorizing the City
Manager to execute a lease agreement with Northwoods Air. LLC for an office rental in our
General Aviation Terminal.
Cody Anderson, Northwoods Air Manager, is a local flight instructor who will use this space as
his base of operations at the Airport. The lease is a 1-year lease with an opportunity for two
additional 1-year extensions.
Motion made, seconded and approved. The lease agreement will be presented to the City
Council for final approval.
2. Agreement - Transportation Network Carriers
Director Caruso requested Committee approval for an Order authorizing the City Manager to
execute agreements between Transportation Network Carriers (TNCs), such as Uber, so they can
provide service at Bangor International Airport.
Earlier this year, the State of Maine enacted legislation allowing commercial service airports of a
certain size to regulate TNCs. Three TNCs (Uber, Lyft & Tryp) have requested permission to
provide passenger transport service to and from the Airport. We are currently working with the
TNCs to develop agreements with a goal of treating them the same way we do any other ground
transportation provider (e.g. taxis, shuttles, etc.). Agreements would be for one year, would
include a tracking mechanism so that a fee would be paid to the Airport for each trip, would
prohibit certain driver behaviors and would contain insurance/indemnification requirements.
Motion made, seconded and approved. The Order will be presented to the City Council for final
approval.
3. Airport Statistics – June, 2019
Marketing Manager Thibodeau reported that our full FY 2019 passenger count was about 5,000
less than our FY 2018 count, primarily due to decreased passengers during the federal
government shutdown in early 2019. We are still above our 5-year average passenger number.
FY 2019 Military operations were up 6% over FY 2018 with DOD fuel sales contributing to an
overall 2% increase in fuel sales. Load factors look good for all airlines.
Aimee also updated the Committee on our progress with Sutherland-Weston to develop and
implement an updated Marketing/Advertising campaign.
