Consent Agenda a. Emergency Purchase – Bus Engine – Community Connector – Daigle & Houghton - $26,800 + warranty Motion made and seconded to accept consent agenda, motion passed unanimously. 2. Bids/Purchasing a. Transfer Switch Replacement – Airport – Electrify Maine - $26,200 Motion made and seconded to award contract, motion passed unanimously. b. Side by Side UTV – Fire – Lincoln Powersports - $15,899 Motion made and seconded to award contract, motion passed unanimously. c. Bangor Innovation Center Design Services – Economic Development – Artifex - $9,810 Motion made and seconded to award contract, motion passed unanimously. d. Request to Waive Bid Process – LED Street Lights – Public Works – Gilman Electric - $56,250 Motion made and seconded to approve purchase, motion passed unanimously. e. Pickering Square Parking Garage Repairs – Parking – Hascall & Hall - $171,334 Motion made and seconded to recommend contract award to City Council, motion passed unanimously. f. Request to Waive Bid Process – Narcan Kits – Public Health – Adapt Pharma - $240,000 Motion made and seconded to recommend purchase to City Council, motion passed unanimously. g. Sole Source – SCADA Training – WWTP – Hach - $10,900 Motion made and seconded to approve contract, motion passed unanimously. h. Request to Extend Contract – City Wide – Industrial Scientific - $116,433 (4 years) Motion made and seconded to recommend extension to City Council, motion passed unanimously. 3. Taxpayer Agreement – 88 Sidney Street and Vacant Land Motion made and seconded to recommend taking possession of vacant land to City Council, motion passed unanimously. Committee discussed issues with 88 Sidney Street and heard from an abutter. Staff will work with the taxpayer over the next two weeks, to resolve current issues and will present a recommendation as to a workout agreement or to take possession of the property at the next Committee meeting. 4. Order 19-284, Authorizing Issuance of $3,913,000 of General Obligation Bonds Motion made and seconded to recommend passage to the City Council, motion passed unanimously. 5. Order 19-285, Authorizing Issuance of $15,775,000 of SRF General Obligation Bonds It was noted that this order provides only partial funding related to the CSO tank to be installed on the waterfront. Motion made and seconded to recommend passage to the City Council, motion passed unanimously. 6. Order 19-286, Authorizing Issuance of $6,000,000 of General Obligation Bonds – City Hall Committee discussed the need for the improvements at City Hall as well as the need to tell the story in advance of the November election. Motion made and seconded to recommend passage to the City Council, motion passed unanimously. 7. Executive session – 1 MRSA Section 405(6)(E) - Other Contract 8. Executive session – 36 MRSA Section 841(2) - Hardship Abatement 9. Open Session – Other – Contract and Hardship Abatement Decision Motion made to approve staff recommendation to write off a portion of invoices related to the Maine Military Authority contract, motion passed unanimously. Motion made to approve hardship abatement request, motion passed unanimously. Meeting adjourned 6:03 pm
