The City acquired and demolished the property located at 108 Third Street through the Neighborhood Stabilization Program (NSP) via Housing and Urban Development. The grant requires that disposition of NS properties meet the national objectives to benefit people not exceeding 120% of the AMI or be disposed of at fair market value. Staff sought proposals with a minimum bid of $14,800 to satisfy the requirements of NSP disposition. The sealed bids were received and opened by Staff. Three proposals were received with two offers made for multi-family housing and a third for a single family home. Steve Farren, of General Interest, LLC., submitted a complete RFP package to build multi-family housing, and provided two proposed concept drawings that best match existing neighborhood aesthetics along with a bid price of $15,000. Mr. Farren is a local businessman who owns multiple properties in Bangor including three on Third Street. The final agreements will be in a form approved by the City Solicitors Office.
