The Applicant, John Karnes, seeks to rezone the property to an urban residential district suited to smaller house lots where the property has public sewer and water available. The Urban Residence 1 District will allow for single family dwellings on 10,000 square foot lots with 75 feet of frontage on a public street. Chapter 165 of the Code of the City of Bangor is amended as follows: BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BANGOR AS FOLLOWS, THAT That the zoning boundary lines as established by the Zoning Map of the City of Bangor dated October 28, 1991, as amended, be hereby further amended as follows: By changing a parcel of land located at 1043 Ohio Street (Tax Map R23, parcel 009) from Rural Residence and Agricultural District (RR&A) to Urban Residence 1 District (URD -1) Said parcel of land containing approximately 3 acres and being more particularly indicated on the map attached hereto and made a part hereof. 19-283 JULY 22, 2019 � •16M, Memo To: The Honorable City Council From: David G. Gould, Planning Officer Date: August 7, 2019 Re: Amending Zoning Ordinance 1043 Ohio Street, Tax -Map R23-009 from RR&A to URD1, said parcel of land containing 3 acres. CO 19-283 Please be advised that the Planning Board at its meeting on August 6, 2019 held a Public Hearing on the above zone change request. John Karnes of 1105 Ohio Street, applicant, reviewed application. Previously the property had no access to water or sewer and the property does now, so he indicated he thought URD1 will fit as a district for the lot. Member Kenney asked why not use a contract zone. Karnes advised he's looking to sell off rear acre of land, and that he lives in an abutting house. Planning Officer Gould reviewed staff report. The district for Rural Residential and Agriculture (RR&A) is for low density rural development. Now that the utilities are available, Urban Residential Development 1 (URD1) or Low Residential Development (LDR) are appropriate. Mr. Gould noted that URD1 does not provide for attached residential housing. While the URD1 lot size is smaller, it is not significantly different than LDR. Board members briefly discussed possible uses. Member Kenney moved to recommend the zone change, seconded by Member Brush. All members voted unanimously to recommend zone change to City Council for the Council Order 19-283.
