Consent Agenda a. Workout Agreement – Marshall – 190 Union Street Motion made and seconded to accept consent agenda, motion passed unanimously. 2. Bids/Purchasing a. FY 20 Paving – Public Works - Northeast Paving - $2,194,465 Motion made and seconded to recommend contract award to the City Council, motion passed unanimously. b. Request to Waive Bid Process - Pickering Square Garage Signage – Sign Services Motion made and seconded to contract with Sign Services, motion passed unanimously. c. Disposition of City Owned Properties – Various Staff provided an update to the initial recommendation, which removed the recommendation to sell 177 Pearl Street. Motion made to recommend sale of 108 Third Street to the City Council and to authorize staff to follow up with Habitat for Humanity on the Stillwater Avenue parcel, motion passed unanimously. 3. Discussion Regarding 181 State Street and 67 Lincoln Street Staff has been working with this taxpayer but they are unable to come to agreement on a plan to bring the taxes and code issues current on the above referenced properties within the guidelines of existing policy. Both staff and Mr. Butler discussed the various meetings and offers which can not be reconciled within existing policy. Motion was made to direct staff to work with Mr. Butler to arrive at a satisfactory plan for 67 Lincoln Street and if an agreement can not be reached within 30 days, staff is to prepare an Order to take possession of the property. Motion passed 4-1 (Councilor Graham in opposition). At staff’s suggestion, further Council direction for 181 State Street was delayed until staff was able to address 67 Lincoln Street with the owner. 4. Recommendation to Take Possession of Multiple Properties Motion made and seconded to recommend to the City Council that the City take possession of the properties. Meeting adjourned 6:33 pm
