Meeting Minutes
The following City Councilors attended: Airport Committee Chair Dan Tremble, Council Chair
Sarah Nichols, Councilors Clare Davitt and Ben Sprague. Also in attendance were City Manager
Cathy Conlow, Airport Director Tony Caruso, Airport Marketing Manager Aimee Thibodeau
and Bangor Airport Food Services (BAFS) President/Owner Allon Fish.
Agenda and Discussion:
1. Bangor Airport Food Services, Inc. (BAFS) Presentation
Airport Director Tony Caruso introduced Bangor Airport Food Services (BAFS)
President/Owner Allon Fish. BAFS has been a long time tenant. The company not only operates
the Domestic Terminal restaurant concessions, but also the in-flight kitchen and provides
assistance with international trash/waste.
Mr. Fish gave an overview of the company’s history, range of services provided to Airport
customers/aircraft and the rigorous required inspections by numerous federal and state agencies.
2. Wayfair – Temporary Use Agreement
Director Caruso requested Committee approval for an Order authorizing the City Manager to
execute a Temporary Use Agreement with Wayfair, LLC for the use of a portion of the land

parcel adjacent to their leased area. The land will be used on August 17 for the company’s
annual summer employee event.
Motion made, seconded and approved.
Note: The City Attorney subsequently advised that this Agreement could be treated as an event
permit, requiring only the Airport Director’s signature.
3. Domestic Air Service – ACI/Jumpstart Briefing
Marketing Manager Aimee Thibodeau updated the Committee on her recent trip to the Annual
ACI/Jumpstart Conference, which provides opportunities for Airports to meet one-on-one with
airlines.
We had five meetings this year; two of which were with existing carriers serving BGR. We had
good conversations with two carriers not currently serving BGR and a cargo carrier.
4. Airport Statistics – May 2019
Marketing Manager Aimee Thibodeau reported that we are seeing an increasing trend. We are
only about 500 passengers below our May, 2018 total, and significantly above the 5-year
monthly average. Summer bookings look good. Load factors are strong for all airlines. .
Military traffic continues to be up, and our DOD fuel sales reflect that.
