Authorizing Execution of a 5-Year Contract with Pine Tree Waste for Commingled Curbside Refuse/Recycling
Collection
This order will authorize a contract with Pine Tree Waste for curbside collection, the sole bidder on the solid waste
and recycling collection contract. Because of changes in the global recycling market and the opening of the
Coastal Resources of Maine facility, the City’s request for bids for curbside refuse/recycling collection included
pricing for three options; 1) – current practice of residents sorting refuse and recycling, where refuse is picked up
weekly and recycling is picked up biweekly, 2) – commingling of refuse and recycling with weekly pickup, and 3) –
commingling of refuse and recycling in a 96 gallon tote for weekly pickup via an automated side load compactor.
If approved, the City will continue with the existing service for two months. Effective September 2, 2019 the city
proposes to convert to option 2 - commingled weekly pickup of refuse and recycling. The total amount of the
contract is $747,015 in the first year, which is $27,000 less than the extension price. The reason for this
recommendation is that because of the way the facility processes waste and recycling, Coastal Resources in
Hampden will guarantee 50% recycling/recovery rates, regardless of presorting. Currently the city is only able to
obtain 25% or less of recycling. This change enables the city to reduce environmental impact and cost through
the elimination of two trucking routes every other week. The two month extension will enable the city to embark
on a educational campaign.
Simultaneous with the change over to commingled curbside pickup, staff will review the process, cost and
potential impact of converting to Option 3 – commingled side load pickup with a 96 gallon tote with the City
Council. If the Council would like to pursue this option, the City Council will need to take action before October
1st to receive the proposed pricing. Due to the commitment of costs related to the totes and the side load arm
equipment, Pine Tree is only able to hold the current pricing until then. The City Council could consider this
option after that date, but Pine Tree would need to be able to provide updated pricing.

Collection
WHEREAS, in July, the City of Bangor will begin taking trash to the Coastal Resources facility in Hampden; and
WHEREAS, Under the terms of the contract with Coastal Resources and the Municipal Review Committee, the
city of Bangor will be guaranteed 50% recycling when the plant is fully operational; and
WHEREAS, Coastal Resources has the capability of sorting and processing recycling including paper, plastics
and organics from the waste stream; and
WHEREAS, by moving to commingled trash and recycling, the city can save on transportation costs and
reduce environmental impacts of running extra recycling trucks.
Be it Ordered by the City Council of the City of Bangor that,
The Finance Director is hereby authorized to execute a 5 year contract with Pine Tree Waste for weekly
commingled curbside pickup of refuse and recycling beginning the 2nd of September. The contract shall be in
a final form as approved by the City Solicitor or Assistant City Solicitor.
