Chair Huhn called the meeting to order at 7:02 P.M.
PUBLIC HEARINGS
1. Contract Zone Change - To amend the Land Development Code by changing a parcel of land,
located at 295 Hammond Street, Tax-Map Lot 033-018-A from M&S (Multifamily & Service)
District to Contract Downtown Development District (DDD); said parcel of land containing 3,434
sq. ft. Heirs of David Lawler, applicant.
Fred Marshall, representing applicant, reviewed application including property history and
conditions. Board Member Durgin asked about the intended use. Mr. Marshall said the use would
have to be a low traffic, likely office use; additionally the building is small (ex: 600 s.f.) and there is
little room on the lot for much more expansion. There were no other proponents/opponents. Staff
member David Gould reviewed request and reasons behind request.
Member Shaw moved referral of Contract Zone Change to the City Council, seconded by member
Durgin. Members voted unanimously.

2. Site Development Plan - Land Development Permit for Site Development Plan Approval.
Proposal to construct a 35,500 s.f. two-story building for classrooms and offices at property
located at 1 College Circle, (Map-Lot R41-001-A), in a Government & Institutional Service (G&IS)
District. Husson University, applicant.
Jodi O’Neill from Sewall Company reviewed the application. Member Durgin asked if the College
anticipated any other changes and regarding the construction time frame. Ms. O’Neill was not sure
about other expansion plans. She indicated the College wants to construct the parking lot right away
and construct the new Business Center building next spring. She has not filed amendment to site law
and will wait as the parking lot does not require an amendment to the site law, but the new building
does have to be reviewed by DEP. David Gould reviewed Site Law history of Bangor’s Delegated
Authority starting in 2000, but ending when Husson received a Planning Permit from the DEP. He
indicated there were no staff concerns with the project as presented.
Member Shaw moved approval of Site Development Plan, seconded by Member Durgin. Members
voted unanimously.

3. Meeting Minutes – Meeting minutes of May 21, 2019 were approved.
4. Adjournment – Meeting adjourned at 7:20 P.M.
