HomeMy WebLinkAbout2019-06-03 Airport Committee Minutes City of Bangor Airport Committee rd City Council Chambers 3 Floor June 3, 2019 Meeting Minutes The following City Councilors were in attendance: Airport Committee Chair Dan Tremble, Council Chair Sarah Nichols, Councilors Clare Davitt, Gretchen Schaefer, Ben Sprague and Laura Supica. Also in attendance were City Manager Cathy Conlow and Airport Director Tony Caruso. Agenda and Discussion: 1. Airport Master Plan RFQ Airport Director Caruso requested Committee approval for an Order authorizing the City Manager to execute a contract with Jacobs for the Airport Master Plan project. An Airport Master Plan is a comprehensive study of an airport and will typically describe short, medium and long-term development plans to meet future aviation demand. The study will guide future airport development that will be cost effective and satisfy the needs of the airport, the market and the community, while addressing environmental and security requirements. The document will also include an updated Capital Improvement Plan, a vital document required by the Federal Aviation Administration (FAA) for future funding. Project costs are eligible for reimbursement through the FAA’s Airport Improvement Program, whereby the FAA pays 90% of project costs. Motion made, seconded and approved. 2. Hangar Lease – Bald Mountain, LLC Director Caruso requested Committee approval for an Order authorizing the City Manager to execute a lease agreement with Bald Mountain, LLC for the rental of Bay #1 in Hangar 123. This will be a five (5) year term, with one (1) five-year extension option. The rent will increase each year based on the annual CPI change, not to exceed 2.5%. Lessee will pay all utilities. The lease includes a cost share arrangement to upgrade the hangar door to accommodate larger aircraft. Motion made, seconded and approved. 3. General Electric – Temporary Use Agreement Director Caruso requested Committee approval for an Order authorizing the City Manager to execute a Temporary Use Agreement with General Electric Company for use of a portion of the Airport’s remote shuttle lot. The lot will be used as overflow parking for an Open House event scheduled for June 22. Motion made, seconded and approved. 4. Airport Statistics – April 2019 Director Caruso reported that April monthly domestic passengers were up approximately 1% over April. 2018, with calendar year-to-date numbers down 3.3% Load factors remain strong, with no one carrier having a dominant market share. Operations are slight above where they were last year. Military fuel sales are very strong. Total fuel sales were 84% higher than April, 2018. On a fiscal year-to-date basis, we are running less than 2% behind last year. Meeting Adjourned.
