FINANCE COMMITTEE MINUTES
May 6, 2019

1. Consent Agenda
a. Tax Write-off – Vacant Land Fourteenth Street
b. Workout Agreement – 109 Pearl Street – Black
c. Workout Agreement – 35 Webster Avenue North – Roy
d. Request for Subordination Agreement – 17 Shepherd Drive
Motion made and seconded to accept consent agenda items, motion passed unanimously.
2. Bids/Purchasing
a. Emergency Purchase – Impeller – WWTP – CPE Service System Solutions - $25,812
Motion made and seconded to purchase from CPE Service System Solutions, motion
passed unanimously.
b. Administration Building Roof Replacement – WWTP - Newcomb Construction -
$26,000
Staff recommended bid be awarded to Newcomb, the second lowest bidder but due to
the small price difference, the bids were considered in essence tied. Motion made and
seconded to award contract to Newcomb Construction, motion passed unanimously.
c. Shower Area and Kitchen Renovation – Parks & Rec. – Maine Highlands Contracting -
$59,980
Staff reviewed the work to be undertaken as well as the reduction in Scope to reduce
the budget, the major changes were to have the demolition undertaken by Parks & Rec
staff and minor plumbing changes. Motion made and seconded to award the contract to
Maine Highlands Contracting, motion passed unanimously.
d. Rehabilitate Taxiway A North – BIA – Northeast Paving - $1,272,820
Motion made and seconded to recommend contract to City Council, motion passed
unanimously.
e. Request to Waive Bid Process – BIA – Thermo-Cycler - $15,174
Motion made and seconded to waive the bid process and purchase the unit directly from
the manufacturer, motion passed unanimously.
f. Whisper Drive Stormwater Project – Engineering – Eastwood Contractors -
$67,995.05
Motion made and seconded to award contract, motion passed unanimously.
3. Resolve, Appropriating FEMA Funds for Parks & Recreation Center
Renovations
The bids to improve the Parks & Rec Center to allow for its use as a shelter during
emergencies exceeded the grant funds received from Penobscot County EMA. The City
recently received the Disaster funding from the October 2017 wind storm. This resolve
would appropriate FEMA funds for the purpose of funding the shortfall to complete this
project.
Motion made and seconded to recommend passage of Resolve to City Council, motion
passed unanimously.
4. Energy Audit and Improvements
Councilor Weston had requested an overview of the energy efficiency projects undertaken
as part of the City wide energy audit from 2007/2008. A summary of the reports and
projects undertaken was provided as well as updates on subsequent energy efficiency
improvements.
