Ratifying Execution of Right-of-Entry for Environmental Assessment and Response - Telford Drive
Bangor International Airport is a former military base and, as such, it is common to find areas of
contamination or possible contamination. Two such sites are located on Godfrey Boulevard and
Maine Avenue where there were underground storage tanks that were eventually removed. When
the sole source of the contamination is the military it is known as a Formerly Used Defense Site
(FUDS) and the U. S. Government is responsible for remediation. Pursuant to the terms of a right of
entry granted by the City in 2014 the Government installed monitoring wells. They are now ready to
remove the wells and have requested a right of entry for a period of six months to do so.
Because the Government intended to start, the process time was of the essence in getting the right
to enter the property and, therefore, the Right of Entry was signed by the City Manager.
This Resolve will approve and ratify the City Manager's execution of the Right of Entry.

WHEREAS, Bangor International Airport is a former military base and, as such, it is common to find areas of
contamination or possible contamination; and
WHEREAS, two such sites are located on Godfrey Boulevard and Maine Avenue where there were
underground storage tanks that were eventually removed; and
WHEREAS, this was the sole responsibility of the U. S. Government; and
WHEREAS, pursuant to the terms of a right of entry granted by the City in 2014 the Government installed
monitoring wells and they are now ready to remove the wells and have requested a right of entry for a period
of six months to do so; and
WHEREAS, the U. S. Government planned to begin the process in May 2019; and
WHEREAS, the City Manager executed the Right of Entry in order for the stay on its schedule.
Be it Resolved by the City Council of the City of Bangor that,
the City Manager's execution of the Right of Entry with the U. S. Government to complete its environmental
work on property that formerly had underground storage tanks abutting Godfrey Boulevard and Maine Avenue
is hereby approved and ratified.
