Section 5 --The "Bangor Water District Domestic Water Service Rules and Regulations"
Feted April 1983, are hereby adopted by reference as a part of the Plumbing Code.
(Attached as ExTibit A).

D(RE!RS'IC MATER SERVICE RULES AND ME TIONS
I. INTENS
Than@ rules and regulations are Intended to Snfote the property owner of his
obligations concerning the installation and mmintemnce of domestic water
services up to 2 Inches fn diameter.
The property owner
shall he referred to herein as the Amer and the Bangor
Nater District as the District.
11. AUTHORITY
These rules and mgulatlons are authorized under the Bangor Vater District
Sul" and Regulations As approved by the Maine public Utilities Commission;
The Bangor Nater District Cross-Cimection program as approved by the Maine
Division of R"ith engineering, and the Maine State Plumbing Code.
The Maine State Plumbing Code shell be used as a minimum standard In all

Requests fora variance to the District's Rules and Regulations my be made
by an sector through a Written request to the management of the District stating
the variance sought.
IV. SMIC6 APPLICATION
A. Application for service shall be made at the District office at 616 Sta"
Street.
B. Each deviling shall have its Own service and curb step (epntroff).
C. Each apartment shall have its own "ter unless a variance in granted.
V. OWNERSHIP OF SERVICE '
A. The District shall install, Own, and maintain the service pipe including
the curb step within the limits of the Mahoney.

problems regarding the location Of the service pipe, the customer is required
to consult with the District prior to the installation of their service pipe.
vl. PIPE AND BITTIM:S

the main w the meter.

VII. WATER MIER AWD ASSOCIATED FITTINGS
A. TheOwners ry

be Installed within tw feet of the point of entry of the building served
as measured along the nater pipe.
B. The mater shall be located in close, dry add accessible area
such that the meter can beserviced and read at all times. The owner
Is responsible for all laboroverhead, material and equipment costa
associated with repairing damaged or frozen water meters.
C. Me service pipe shall be equipped with water stop and waste valves
located on both sides of the meter. These valves are installed, owned,
and maintained by the ower.
D. Inadequate water pressure - Doservices where the normal operating pressure
" Lo
rould be "pealed to fall below twenty (20) pounds per square ch a
"Limited Service Contract," a approved by the Maine Public
Commission, is required. Whenever the water pressure at any tixture in
maximum Elam condition (maximum flow based on Hunters Curve) after
allowing for friction, elevation and other pressures, is less than
fifteen (15) pounds per square inch, a tank add pump or other means which
will provide sold fifteen (15) pounds pressure shall be installed.
Services utilizing a tank and pump or other ozone to provide fifteen (15)
pounds pressure or greater shall be equipped with an approved double check
valvessembly located between the stop and waste valve and the water meter,
unless a variance is requested and granted.
E. Excessive water pressure - When water pressure is in excess of eighty (80)
pounds per square inch, an approved type of pre regulator preceded by
an adequate strainer Shall be installed and the pressure reduced to eighty
(80) pounds per square inch or less. The pressure reducing valve shall be
located between the atop and waste valve and the enter meter, unless a
variance Is granted.
F. The enter may be equipped With an outside reader for a one-time fee of
seventeen dollars. ($11.00)
VIII. SERVICE PIPE INSTALUTION
A. All service pipe installations, including both new and renewed services,
shall be, performed by competent individuals under the direction of a
licensed plumber per the Naive State Plumbing Code.

Ie. CROSS -CONNECTIONS
A. There shall be to connection between the public w supply and any
other a of wator of contamination unless properly pro-
tected i accordance With the water District Cross -Connection
Control Program. If each a connection is unavoidable. than the Owner
shall fill out ac rose -connection permit application available at the
District office.
B. In all cases the owner shall provide for the following:
1. Hose Man - Hose connection v um breakers a recommended on all
threaded faucets that have o could have a hose attached with the
free and lying in contaminated water.
2. Boilers - Minimum of a single check required. Low, pressure boilers
(40 psi or less) using a -proved antifreeze compounds (propylene
glycol or food safe glycerin) Or est inhibitor (dipotassium hydrogen
phosphate) shall have a double check valve with intermediate acmt-
sphericvent. In systema where the pre exceeds 40 psi a reduced
Pressure e a (ETZ) device shall be installed in the system feed water
line. Any other chemical used must be approved by the Department of
Human Services, Division of Health Engineering.
X. INSPECTIONS
A. The District shall be allowed to inspect all underground service installations
Including renewals prior to backfilling. The District shall be given a
least 24 hours prior notice such that the inspection can be made sometime
between 7:00 amand 3:30 p.m. Monday thru Friday. Approval of such
installation by the District does not constitute a guarantee by the Dis-
trict as to the sufficiency of the materials at the workmanship.
R. Any failure to comply with the rules and regulations listed herein my be
cause for discontinuance of service.
C. an employee of the District. having properly identified himself, shell'
have free access during .usual business hours to all premises supplied
with water to permit the inspection of the plumbing system. Emergency
situations may dictate the need for access during other than normal -
working hours.
