Glen wood;&ubdiv cion dueed and by �f/iled �/ L..4 'd Comc1 I t .yI . i l cm cm .t, CITY OE BANGOR, MAID Engineering Department March 29, 1983 To the Municipal Officers: Reference is made to City Council Order No. 81-241 pawed August 24, 1981, authorizing the construction of valley View Lane, a street rn the Glenwood Subdivision on Henduskeag Avenue. In accordance with the previous recommendations of the City Engineer, the earthwork, storm and sanitary sewer systems, and the roadway base and subbase gravel were completed during the summer of 1981; paving, looming and seeding was carried over to the summer of 1982. The roadway, which has a total length of 1,000 feet, has a 24 -foot wide travel way consisting of a 2 112 inch bituminous concrete surface an an 18 inch gravel base and the remaining areae within the right-of-way have been loamed and seeded. The storm sewer consists of 741 feet of 30 inch pipe, 115 feet of 24 inch pipe and 120 feet of 15 inch pipe, with 5 catch basins. The sanitary sewer consists of 908 feet of 8 inch pipe and 3 manholes, with 4 inch sanitary service laterals to each of the fifteen Lots. The actual coat of the construction, including pro rated coat of engineering and inspection was am follows: Higbot - $390 Sewer St50. Sanitary Sewer 14,280. Sewer Laterals 41500. Total $ Of these amounts, the City will pqv $5.25 per foot of road- way construction in accordance with the Subdivision Ordinance, or a total of $5,250. for the 1,000 feet of roadway. The City would pay fifty percent of the storm sewer coat and fifty percent of the sanitary sewer cost, but would not participate in the installation of smeltery sewer laterals. Thus, the Developer's share of the work would be as follows: Highway $35,020. Storm Sewer 16025• Sanitary Sewer 7440. Sewer Laterals 4 Total $ The Developer made a prepayment in the amount of $8,000. prior to the start of construction, which would reduce his outstanding balance to $55,185• As recommended in the original City ELgineer's report, this amount would be assessed against -1. the lots benefitted, being Lots 32 through 38 and 41 through 48, or a total of fifteen Lots. This would result in an assessment of 83,679. per Lot. As previously recommended, the assessments would be deferred until the Lots are sold, at which time the assessments would be levied, provided, however, that all assess- ments would be paid within a period of three years from the date of the acceptance of a final cost report by the City Council. 'The deferred assessments would be covered by a Subordinate Agreement to be recorded in the Penobscot Registry of Deeds so as to insure future payment of the assessments. It is recommended that the assessments be deferred as noted above. As -built Plans of the roadway construction are on file in the Office of the City Engineer. -- Respectfully submitted, John T.
