HomeMy WebLinkAbout1983-02-28 83-108 RESOLVE83-306 Introduced by Cwvciloa Cox, February 28, 1983 CITY OF BANGOR (TITLE) �Rmalutl 9ppo,sing,.. the Adoption, of,Legislati_ve Proposals_ to Make Salaries, Pensions and Insurance the Subject of Binding Arbitration under the Municipal Public Emplovees Labor Relations Act WHEREAS, the State Legislature enacted the "Municipal Public Employees Labor Relations Law" in 1969; and WHEREAS, 6 965(4) of the Municipal Public Employees Labor Relations Law provides for advisory recommendations and findings in Controversies over salaries, pensions and insurance, and provides for binding arbi- tration with respect to controversies over other appropriate collective bargaining matters; and WHEREAS, Legislative Document 39D presently pending before the One Hundred and Eleventh Legislature would amend the Municipal Public Employees Labor Relations Law to provide for binding arbitration on controversies over salaries, pensions and insurance for members of municipal fire and police departments; and WHEREAS, Legislative Documents 707 and 761,if adopted, would also provide for binding arbitration on matters of salaries, pensions and insurance for municipal. employees; and WHEREAS,.the costs of salaries, pensions and insurance for all employees currently ently represent approximately 708 of the total annual budget of the City of Bangor; and WHEREAS, it is the judgment of the City Council of the City of Bangor that by permitting arbitrators to determine crucial ial local matters such as public employee salaries, pensions andinsurance, the Legislature would be usurping the powers entrusted to local goverment; would put the determination of fundamental municipal policies in the hands of an arbitrator; and would seriously erode the ability of local officials to control the affairs of their local government; and WHEREAS, the salaries, pension and insurance paid to public employees have significantly increased since the enactment of the law, and there is n indicated need forfurthererosion of local self-determination, NOW, THEREFORE, be it RESOLVED by the City Council of the City of Bangor THAT the City Council hereby opposes the enactment of Legislative Documents 390, 707, 761 and any similar legislation which would have the effect of making salaries, pensions and insurance the subject of binding arbitration; and be it further RESOLVED THAT the City Manager and/or the City Solicitor is hereby directed to indicate to the State Legislature the City Council's opposition to such legislation and to take such further action in this regard as they deem appropriate.
