HomeMy WebLinkAbout2019-04-22 19-160 Resolve 04/22/201919-160 04/22/2019 19-160 Engineering Resolve N/A Title, Resolve Authorizing the City Manager to accept and appropriate a $125,000 Grant from the Maine Department of Environmental Protection as funded by the US EPA under Section 319 of the Clean Water Act - Capehart Brook Restoration, Phase III. This Resolve will authorize the City Manager to accept and appropriate a grant in the amount of $125,000 from the Maine Department of Environmental Protection, US EPA, Section 319 Grant Program. Council Order 18-239 authorized the Engineering Department to apply for funds to construct a storm water retention pond on city owned property adjacent to the Downeast School. After the City surveyed this property, it was determined that the pond would be impractical to build due to existing grades. As a result, the work plan for the grant was re-written to include two smaller projects in the Capehart Brook Watershed. If approved, the Engineering has proposed to do an in-stream restoration project on property owned by the Bangor First Assembly of God at 614 Finson Road, and to install an underground stormwater detention system on land owned by the Penobscot Christian School at 1423 Ohio St. The proposed project will provide necessary stormwater storage, and treatment, as well as removing a number of pollutants in the Capehart Brook watershed. The in-stream restoration will make a straightened segment of stream more natural in appearance and function. This will also enhance habitat, which is crucial for improving the water quality of this Urban Impaired Stream. The grant amount is $125,000 which will be matched using funds from the Stormwater Utility in the amount of $85,450.
