ORDERED,
TEAT the attached report of the City Engineer showing the
estimated costs and recommended assessments for the extension of
the existing sanitary. sewer on Penjajawoc Stream to serve approxi-
mately 700 feet of frontage on Stillwater Avenue west of said Stream
be and hereby is accepted, and be it further
ORDERED,
THAT construction of said sewer be started, and the sum of
Eighteen Thousand Dollars ($18,000.00) be transferred from the
Reserve for Future Construction - Sewer Account to cover the City's
share of the project, upon prepayment of the estimated private
share of the sewer construction.

To the Municipal Officers:
Reference is made to City Council Order No. 82-256 passed
October 13, 1982 directing the City Engineer to determine the
cost of extending the sanitary sewer on Penjajawoc Stream to
Stillwater Avenue, and thence approximately 600 feet westerly.
Surveys, Plans and Cost Estimates have been completed, which
would indicate the following:
The proposed extension would consist of the installation of
1,147 feet of 10 inch pipe and 6 manholes, extending to Stillwater
Avenue from the present terminus of the sewer approximately 520
feet south from Stillwater Avenue and thence extending westerly
along Stillwater Avenue for a distance of approximately 600 feet.
The total estimated cost of the sewer extension is $369000.00.
Of this amount, the City would pay fifty percent, and the remaining
8189000.00 would be assessed against the properties benefitted, as
follows:

The sewer study was made for Mr. Carl H. Snow, Jr., who is
interested in developing his property on Stillwater Avenue. He
was advised that in the event the other property owners were not
in favor of the project that he would be required to pay the entire
private share of the project; he would be reimbursed for the assess-
ments deferred against the other properties at such time as they
wish to enter the sewer, plus additional simple interest in the
amount of ten percent for each year that the assessments were
deferred. In any event, the assessments against the other
properties would be levied at the end of ten years, at which time
he would be reimbursed. The other property owners were advised
that the City would defer their assessments if they were not
interested in the project for up to ten years and would require
twelve percent simple interest payments for every year that the
assessments were deferred up to ten years.

11r. Snow has indicated that he is prepared to pay the entire
private assessment, if necessary.
Since Mr. Snow is willing to pay the entire assessment, and
since the sewer extension will serve a proposed development project
which is beneficial to the City, it is recommended that the sewer
be constructed, and that the assessments be deferred as noted
above provided that a suitable recordable instrument is obtained
from the other property owners.

the Office of the City Eng near.
