Solid Waste M.Mlagement Faclllty Hy Its oft (AMMUNH of Me city of Devour: ORDER®, THAT WHEREAS, the City Council by Council Order Co. 82-120 passed April 12, 1982 authorized the City Manager to represent the City of Bangor in a Joint Exercise Powers Agreement, made up of communities in the Penobscot Valley region for the purpose of undertaking a Feasibility Study for a regional solid waste manage- ment facility, and WHEREAS, the First Phase of such study, completed by Snyden- Wegman, Consulting Engineers from Boston, indicates that the construction of a solid waste resource recovery facility to serve the Penobscot Valley region appears to be economically beneficial to the communities involved when compared to existing methods and costs of solid waste disposal, and WHEREAS, the project schedulepgresently calls for the parti- cipatingcommunities to indicate (1) whether Phase II of the Feasibility Study should be completed, and (2) to appropriate additional monies required to complete Phase II of the Feasibility Study, NOW, THEREFORE, Be It ORDERED, THAT the City Manager, or his duly authorized repre- sentative, be and hereby is authorized, on behalf of the Municipal Officers, to indicate the desire of the City of Bangor, through its vote as a Member of the Joint Exercise Powers Agreement, to proceed With Phase II of said Feasibility Study, and be it further ORDERED, THAT the sum of Twenty-one Thousand Dollars ($211000.00), representing approximately $.65 per capita, be contributed as the City's share, said amount to be taken from Capital Account He. _ 52-60-20 (5020). -1- STATEMENT OF FACT: The Joint Exercise Powers ACreemeat is authorized pursuant to the Maine Interlocal Cooperation Act, Title 309 Chapter 203, M.R.S.A., and provides a means whereby a number of communities can undertake the mutual development of the solid waste manage- ment strategy. While the total cost of the Feasibility Study is approximately $2001000.00, it is anticipated that the State of Maine will pay up to one-half of the total cost.
