the laying out of an easement for a new sanitary sewer extending
between Larkin Street and Walter Street be and hereby is accepted,
and be it further

Beginning at a point on the northeasterly right-of-way line
of Larkin Street located 17 feet, more or less, northwest from
the southeasterly line of land owned by Joan M. and Money A.
Hughes, as described in a Deed recorded in the Penobscot Registr,
of Deeds in Volume 3136, Page 163; thence in a nort$easterly
direction on a line forming an interior angle of 89 with the
for a dists$ce of 83 feet; thence deflecting to the east at an
angle of 35 with the last described line and extending for a
distance of 168 feet, crossing property owned by Albert A. III
and Suzette L. Randall as described in a Deed recorded in the
by Charles J. Emery as described in a used recorded In Penobscot
Registry of Deeds in Volume 3214, Page 282, and land owned by
Abraham Shapiro as described in a Deed recorded in Penobscot
Registry of Deeds in Volume 2009, Page 2626 thence deflecting
in an easterly direction at an angle of 14 to the last described
line and continuing across said Shapiro land and land owned by
the City of Bangor for a distance of 71 feet to she southeasterly.

extending 2 feet to the southwesterly right-of-way line of Walter
Street; thence continuing along the same course for a distance of
34 feet to an existing sewer.
Said sewer easement is laid out 20 feet wide, measuring 10
feet on either aide of and at right angles to the above-described
line, to permit the installation and future maintenance of the
sewer and other appurtenant structures in that location. Said
easement replaces an existing easement as described in Penobscot
Registry of Deeds in Volume 747, Page 387•
There appeared at the time and place set for the meeting
Mr. Charles J. Emery, Ms. Joan M. Hughes, and Mr; and Mrs.
Albert Randall. Me project was described in detail, pointing
out the difficulty that would be encountered in locating the
sewer between the existing houses, necessitated by the fact that
the area has built up considerably since the original sewer was
laid in 1906. It was also pointed out that a considerable amount
of fill was placed over the area after the 1911 fire, which
ultimately caused the collapse of the existing sewer, and thereby
requiring the layout of a new sewer location. Ms. Hughes was
advised that an existing fence on her property, used to contain
her dog, would not be removed until work was ready to begin an
her property, and the fence would be replaced immediately upon
completion, expected to be only a few days. It was pointed out
to Mr. and Mrs. Randall that a lilac tree, a rock garden and
some shrubs would require removal, but these would be replaced

by the City when weather permitted. Mr. Emery was also advised
that a portion of the fence on the rear of his property would
require removal and replacement after the work was completed.
All of those present spoke in favor of the proposed sewer,
which will alleviate basement flooding caused by the poor
condition of the existing sewer.
No damages are recommended as a result of said laying out.
It is recommended that a public easement be established
in the location described above for the purpose of maintaining
said sewer, and that a condemnation order be served upon the -
property owners in accordance with 23 M.R.S.A.� $ec. 3023•
