Ratifying the City Manager's Actions to Apply for a $25,000 grant from the John T. Gorman Foundation for the
purpose of funding a Homeless Outreach Caseworker.
This Resolve would ratify the City Manager's signature for a $25,000 grant to provide a homeless
outreach caseworker. Over the past few years Bangor’s homeless population has been growing and
creating service capacity issues within the existing system. Many of the folks that are homeless are
not able to be sheltered due to severe mental illness, substance use disorder, and physical health
complications. The police department has provided outreach to this population but is limited in what
can be done due to a lack of time and resources.
If approved, the long term goal of this program will be to help secure permanent shelter for those
hardest to house. A Homeless Outreach Caseworker will be hired to work in conjunction with the
police department and health department to locate and engage homeless individuals living outside.
This individual will work to assess barriers to housing and other services, using the Shelter Plus Care
Housing First model. The end goal would be to move these individuals into permanent housing.
The caseworker will collaborate with other community organizations to ensure the individual has the
support required to obtain housing stability including case management, mental health care,
substance use treatment, daily living skills support; and health care. The caseworker will be housed
at the Public Health & Community Services Department and supervised by the Community Services
Manager.

This application was reviewed with the City Council at a pre-meeting. Due to the application submission
deadline, the grant was submitted prior to formal City Council authorization.

Be it Resolved by the City Council of the City of Bangor that, the City Manager's actions to apply for a $25,000
grant from the John T. Gorman Foundation to fund a homeless outreach caseworker are hereby ratified.
