THAT,. AziERF.AB, the City of Bangor, through its Consultant,
E. C. Jordan Co. of Portland, has submitted a draft of an Industrial
Pretreatment. Program Study to the Environmental Protection Agency
for approval, and
WfO;REAS, EPA is now requiring the chemical analysis of Bangor's.
sanitary sewage and sludge be done as part of the program; and
NBERBASw the sampling and analysis is not included as part of
E. 0. Jordan's Contract for the Industrial Pretreatment Study, and
will require an amendment to their Contract;
Now, THEREFORE,. Be It
ORDERED, THAT the City Manager be and hereby is authorized to
execute on behalf of the Municipal Officers the attached Amendment
No. 2 to the existing Contract with E. C. Jordan Co.; and be it
further
ORDERED, THAT the a= of Twenty-five Hundred Dollars ($2,$00.)
be transferred from the Reserve for Future Construction - Sewer Fund
to cover the cost,of'said additional work.
STATEMENT OF FACT:
This project is eligible for 75% Federal and 15% State reimburse-
ment, and a request is being made to DEP for an amendment to the
existing grant.

Amendment No. 2
to
December 21, 1979, Professional Services Agreement
between the
CITY OF BANGOR, MAINE
And the
E.C. JORDAN Co.
ARTICLE I
PURPOSE
84-368
This Amendment No. 2 made this day of in the year Nineteen
Hundred Eighty -Four to the existing Agreement by And between the City of
Burger, Maine (CNNER), and the E.C. Jordan Co. (ENGINEER), has been prepared to
modify the existing Agreement as Amended by Amendment No. 1, dated September
28, 1983 to reflect the fallowing changes in project scope:
1. Collect and analyze samples of the City of Bangor Wastewater Treatment
Plant influent and sludge.
ARTICLE II -
CHANGES TO THE SCOPE OF SERVICES
Asaesult of the change in project scope described in Article I, the ENGI-
NEER'Sscope of services is hereby amended to provide the fallowing additional
The ENGINEER will collect one (1) 24-hour composite sample of the City of
Bangor Wastewater Treatment Plant's influent and perform chemical analyses for
the 126 EPA priority pollutants, and;
The ENGINEER will also collect on ample of sludge from the primary clarifier
and perform chemical analyses for the following:
arsenic
cadmium
chromium total
chromium VI
copper

Zinc
Me ENGINEER will incorporatethe results of the influent and sludge analysis
into the report being prepared under Amendment 1 to this Agreement.
ARTICLE III
CONDENSATION
With the addition of services as identified above, plus direct expenses as
shown an the attached EPA Form 5700-41, this Amendment increases the total
compensation for the existing Agreement as Amended by Amendment No. 1 by The
Ltimp Sum Amount of twenty four hundred and forty dollars ($3,440).
All other provisions of the existing Agreement and Amendment No. 1 remain in
affect for this Amendment. This Amendment executed the day and year first
above written.
