TUT the City Manager, is hereby authorized. and directed, an
behalf of the City of Bangor, vto execute a Lease Agreement, a copy
of which is on file in the office of the City Clerk, providing £or
the lease of Building No. 464, certain portions of the heavy duty
ramp described therein, and the fuel system and appurtenances
thereto currently serving the Air National Guard. The purpose of
this Order is to authorize the execution of a renewal of a current
Lease Agreement which expires on November 30, 1985. The term of
the new lease is from December 1, 1985 to November 30, 1995.

10. This lease shall be automatically renewed from year to year without further
notice unless and until the Government Shall give notice of termination in accord -
ease with clause 4, provided that adequate appropriations are available fror
year to year for the payment of rental&, and provided further that this lease

13. It is understood and agreed that the Government will assign the demised
premises to military personnel in accordance with Executive go. 11063,
dated 20 November 1962, which provides that housing and related facilities
shall be available without discrimination among tenants because of race, color,
creed, or national origin.

16. Gratuities to Government Employees.
a. The Government may, by written notice to the Lessor, terminate the
right of the lessor to proceed under this lease if it 1s found, after notice
and hearing, by the Secretary of the Army or his duly authorized representative,
that gratuities (in the form of entertainment, gifts, or otherwise) were
offered
r given by the lesser, or any agent o representative of the lessor, to any
officer or employee of the Government with a vice toward securing a lease o
securing favorable treatment with respect t0 the awarding o emending, or the
making of any determinations with respect to the performing, of .such lease:
provided, that the existence of facts upon which the Secretary of the Argy or
his duly authorized representative makes such findings shall be in issue and
may, be reviewed in any competent court.
b. In the event this lease is terminated as provided in paragraph (a)
hereof, the.Goverromat shall be entitled (D to pursue the a remedies against
the lessor as it could pursue in the event of a breach of theleaseby the
lessor and, (2) as a penalty in addition to any, other damages to which it mny
be entitled by lav, to exemplary damages in an amount (as determined by the
Secretary of the. Army or his duly.. authorized representative) which shall be
not less than three nor more than ten times the cost incurred by the lessor
in providing any such gratuities to was, such officer or employee.
C. The rights and remedies of the Government provided in this clause
shall not be exclusive and aren addition to way,other rights and remedies
provided. by law or under this lease.
The supplies and services to be obtained by this

20. The Government shall have the right of ingress and egress to
all facilities contained in this lease and the use of all common
areas of the airport including entrance and exit roads, runways,
taxiwayat floodlights, landing lights, signals and other
conveniences for the take -off, flying and landing of aircraft of
the Government.

21. The Government shall have the right to make repairs and
improvements on all leased facilities deemed necessary for the
uninterrupted use of same without prior notification to the
lessor.
22. The Government shall have the right to dispose of such
improvements either by removal or abandonment.

described herein for its pufposest and upon termination of this
lease shall return said premises to the lessor in the same or like
condition as at the time of execution of this agreement, norma!

Building 464 - Maintenance Dock, Fuel System - 25.400 SF
Building is steel frame covered with corrugated sheet metal panels on walls
and roof. This building was constructed in 1959 on concrete valla and
footings with concrete floor slab. It includes a 4,500 3711 hat water boiler
with oil burner and pumps, 18 overhead unit heaters, two - 3k ton hoists,
latrine fixtures and two water coolers.
b. Building 526 - Pump House 84 - 1,426 SF
Stilt in 1950 lefconcrete concrete foundation, co trete floor slab, concrete walls
and pre -cast concreteroof sections with 5ply tar d gravel roofing. In-
cludes:

during winter mocha due to front conditions. Apron includes grounding, tie
dance, etc.
f. Facility 2575 - JP -4 Pipeline - 8,950 IF
Use of one 12" pipe from Junction that branches off to Building 276, then does
Alone light Anty rump and across parallel taxiway where -pipe changes to 10
Incline slid off in a westerly directlun continuing to Pumphouse 4, Bldg 526.
g. Facility 2576 - Hydrant Fueling System
Facility consists of tea lines from Pumphouse 4, branching off in separate
directions to the apron where they change to duel lateral lines. Each met of
laterals tend fuel to six (6) double outlets. Distance is 817 feet from feed
line to last pair of double outlets for a total of 3.268 linear feet of piping.
h. Facility 20003 - Exterior Ara Lighting - 3 Steel Towers
Consist of three (3) eighty foot steel towers a rete bases. Towers by
Playtime Equipment Corporation, installed on 20 November 1963. Towers are
new
used foi c and lights as part of the new Security. Surveillance System
for the apron. Same of the original 1500 watt lights remain installed on the

50 foot wide bituminous shoulders around north and west edge of Heavy Duty
Apron.
J. Facility 90012 - Land Easement, Right -of -Way - 11.04 Acres
10 acres for maintenance and right-wf-way for jet fuel pipelines to laterals
on Heavy Duty Apron. 1.04 acre for underground cables to CCN Security Sur-
veillance System around the apron, from Heavy Duty Apron to existing R -OWI
from Building 487.
k. Facility 90015 - Land Lease, State 6 LDcal - 23.0 Acres
Consist of two areas. the larger is 16.5 acres of concrete

C. Facility 1025 Fence Security - 2,100 IF
6 foot chain link fencing alone north end and west edge of Heavy Duty
Apron Shoulders. Includes two care of gates; one at main entrance and
one on side near road to PAB.
d. Facility 2102 - Vehicle Parking Area - 1,944 SY
Gravel parking lot outside offence for personnel assigned to Heavy
Duty Apron.
a. Facility 2310 - Heavy Duty Apron - 79,722 BY
Meavy duty concrete pavement built in 1955 and 1956. Soil in this area
is silty gravel sans 558-HKi F02. Base is 38" thick with CAR value of
350. Pavement is 15" Portland concrete with pavement totaling 60
inches x 53 inches. 510,000 pounds gross plane capacity with a
limitation of 470,000 pounds during winter months due to frost
conditions. Apron includes groundinge tie downs, .etc.
f. Facility 2575 - JP -4 Pipeline - 80950 LF '
One of one 12" pipe from junction that branches off -to Building 276,
then down along light duty ramp and across parallel taxiway where pipe
changes to 10 inches and off in a westerly direction continuing to
Pumphouse 4, Bldg 526. -
g. Facility 2576 - Hydrant Fueling Systen
Facility consists of two lines from Pumphouee 4, branching off in
separate directions to the apron where they change to dual lateral
lines. each set of laterals feed fuel to six (6) double outlets.
Distance is 817 feet from feed line to last pair of double outlets for
a total of 3,268 linear feet of piping.
h. Facility 20003 - Exterior Area Lighting - 3 Steel Towers
Consist of three (3) eigbty foot steel 'towers on concrete bases.
Towers by Playtime Equipment Corporation, installed on 20 November
1963. Towers are now used for camerae and lights as part of the new
Security Surveillance System for the apron. Some of the original 1500
watt lights remain installed on the towers.
i. Facility 44009 - Shoulders Paved - 9,722 BY
50 foot wide bituminous_ shoulders around north and west edge of Heavy
Duty Apron.
j. Facility 90012 - Land Easement, Right -of -Way - 11.04 Acres
10 acres for maintenance and rigbtrof-way for jet fuel pipelines to
laterals on Heavy Duty Apron. 1.04 acre for underground cables to CCTV
Security. Surveillance System around the apron, from Heavy Duty Apron to
existing R -0-W from Building 487.
k. Facility 90015 - Land Lease, State & Local - 23.0 Acres
Consist of two areas, the larger is 16.5 acres of 'concrete apron
pavement and the 6.5 acres consist of bituminous shoulders and grass

area bordering the apron on North and west edges.
