ORDERED,
THAT the attached report of the City Ehgiaeer relative to the
construction of Bellevue Avenue Rktension to acceptable standards
for a distance of epproximately 500. feet north from Garland Street,
including a sanitary sever extension, be end hereby is accepted;
end be it further
ORDERED.
'THAT the sum of Eighteen Thousand Dollarm ($1®4000.00)
be transferred from the Reserve for Rebore Construetion - Cenral
Fund to cover the cost of the roadway construction, end that the
sum of Fourteen Thousand Dollars ($14,000.00) be transferred from
the Reserve for Future Construction - Sewer Food to cover the cost
of the sanitary sewer extension.

To the Municipal Officers:
Reference is made to a petition received from the residents
on Bellevue Avenue north of Garland Street requesting that the
condition of the roadway be upgraded to acceptable standards.
Surveys, Plans and Coat Estimates have been completed, which
would indicate the following:
That portion of Bellevue Avenue located north of Garland
Street is an unaccepted street, and the roadway has never been
constructed to acceptable standards. It is recommended that the
roadway be reconstructed to a width of twenty feet, consisting of
a 24 inch bituminous concrete surface on a 3 inch select gravel
base and.a 12 inch gravel subbase: a T-shaped turnaround would be
provided at the northerly and. The existing driveway and road
culverts would be removed, and a catch basin would be installed
to collect surface wateron thewesterly side of the road.
The total estimated cost of the roadway construction is
$i8,000.GO Of thio amount, the City would pay two-thirds, or
$12,000.00, in accordance with the provisions of Chapter VZ,
Article 4, Baction 2.4 of the Laws and Ordinances of the City
of Bangor. It is oonsidered that the following properties would
benefit by the roadway construction:

In addition to the above♦ it is also recommended that a
new 8 inch sanitary sewer be onstalled from the existing manhole
an Garland Street, extending along the am roadway for a distance
of 416 feet, with a manhole at the northerly end. This sewer
would replace an existing 6 inch private sewer owned by Sehiro,
which would also provide service to the property of Dx. Vance
Aloupis. It is considered necessary to replace the private sewer,
(1) since it is not large enough to be properly maintained as a
public sewer, (2) the condition of the private sewer is questionable,

and it might require excavation and/or replacement after the new
roadway has been completed, and (3) it is generally not desirable
to allow private easements along a public way. The total estimated
coat of the sewer extension is $14,000.00. Of this amount, fifty
percent of the coat may be assessed against the properties bene-
fitteds in accordance with the provisions of Title 30, M.R.S.A.,
Section 4451, with the remainder to be paid by the City. The
estimated sewer assessments are as follows:

It is considered imperative that the existing private sewer
be replaced if a new roadway is to be constructed and accepted
as a public way.
All of the above property owners were advised of the estimated
coats. Aloupis, Sehiro and Imager were in favor of the proposed
construction and the estimated assessments; Mr. Graham was in favor
of the construction, but felt that the assessment was excessive.
Since the majority of the property owners in number and in
value are in favor of the proposed construction and haus indicated
a willingness to pay the assessment, it is recommended that the
sewer be replaced, and that the street be constructed to accept-
able standards.
